REGULAR MEETING
April 8, 1957
A regular meeting of City Council was held Monday, April 8, 1957, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Carroll, Hayes, Holpp, Tischer, Turner and Zartman.
MINUTES
Minutes of the meeting of March 25 were accepted as read.
REPORTS
Report of Alderman Dempsey for March were accepted as read. Checks in the amounts of $19.50, $152.00 and $2591.75, were remitted to the City. Report of the Acting Alderman Shockley was accepted as read. A check in the amount of $300.50 was remitted to the City.
Report of the Chief of Police for March was accepted as read.
Report of Cash Receipts was accepted as read.
TRAFFIC SIGNAL FIRE CONTROL
The Robbins Hose Company intends to purchase electronic equipment for the control of traffic signals from fire apparatus. The total cost will be $4350 of which they ask the City to contribute $2000. On motion of Mr. Zartman, seconded by Mr. Carroll, Council authorized providing the sum of $2000 toward purchase of this equipment in the budget for the coming fiscal year.
ROBERTSON LOADING ZONE
Dozie Robertson requested Council to provide a loading and unloading zone for sale of ice on the North Street side of his service station. The matter was referred to the chief of police.
KONSCHAK LOT
On motion of Mr. Tischer, seconded by Mr. Davis, the City Manager was authorized to accept for the City of Dover from Gustav Konschak the deed to a portion of a lot on Wyoming Avenue at Monroe Terrace.
ELECTION OF FIRE CHIEFS
The Robbins Hose Company requested Council to amend its ordinance setting qualifications for Fire Chiefs, or Chef Engineers of the Robbins Hose Company to allow any member living within reasonable distance of the City limits to be eligible for election to the offices. The request was tabled and the City Clerk was directed to request the Hose Company for a more exact statement than ‘reasonable distance’.
TAX RATE
Council considered a financial report which included a debt schedule, and estimates of cash receipts and expenditures for the present and coming fiscal years. On motion of Mr. Holpp, seconded by Mr. Davis, Council set the tax rate for the present year at $.90 per $100 of assessed valuation.
DAYLIGHT SAVING
On motion of Mr. Davis, seconded by Mr. Hayes, Council directed that City offices be opened one hour earlier and closed one earlier from the last Sunday in April until the last Sunday in September.
REPORT
Report of the City Manager was accepted as read.
SEWER
City Manager Ward reported that bids would be opened at 2 P.M. April 11, 1957 for installation of approximately 400 feet of 16" sewer line in the meadow east of City Hall. Estimated cost of the job is approximately $7000.

On motion of Mr. Carroll, seconded by Mr. Tischer, Council by unanimous vote adopted the following resolution:
