REGULAR MEETING
March 11, 1957
The regular meeting of City Council was held Monday, March 11, 1957, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Hayes, Holpp, Mundy, Petty, Tischer, Turner and Zartman.
MINUTES
Minutes of the meeting of February 25 were accepted as read.
REPORTS
Report of the City Alderman was accepted as read. Checks in the amounts of $75.00, $29.50 and $2,614.75 were remitted to the City. Report of the Acting Alderman Shockley was accepted as read. A check in the amount of $57.50 was remitted to the City.
Report of the Chief of Police for February was accepted as read.
Report of the Fire Recorder for February was accepted as read.
Report of Cash Receipts for February was accepted as read.
TORBERT GAS TANK
A request from William C. Torbert Jr. to install a gasoline tank in the rear of his funeral home, 61 S. Bradford St., was referred to the Building Inspector and Fire Marshall for their recommendations.
TAX ASSESSMENT
Thomas E. Baker, City Assessor, delivered to City Council, two copies of tax assessment for the year 1957. On motion of Mr. Tischer, seconded by Mr. Hayes, Council directed that the assessment be hung in two public places prior to the fifteenth day of March, together with a notice that Council will sit as a Board of Revision and Appeal, at City Hall, Monday, April 8, 1957, beginning at 2:00 P.M. A like notice will be published in at least one issue of a local newspaper.
POLICE
Chief of Police Turner reported that a patrolman had resigned from the force, and as a preference he would rather replace him with four crossing guards. Council approved the action.
ORDINANCES
Council directed the City Solicitor to prepare an ordinance prohibiting parking at a crosswalk on the northeast entrance to the Green.
Council directed to City Solicitor to prepare an ordinance prohibiting parking on the north side of North Street between Governors Avenue and New Street.
REPORT
Report of the City Manager was accepted as read.
ELECTRICIAN BILL
The Utility Committee reported on a bill to be sponsored in the State Legislature by the Middle Department of Fire Underwriters regulating the operations of electrical contractors. The support of City Council was requested. The City Manager will secure copies of the bill for members of Council.
DAFB SUBSTATION CREDIT
City Manager Ward reported on a request by the Dover Air Force Base for credit of $225 per month base electric bills for additional substation capacity of 3750 KVA which they installed in October 1955. They request credit back to the time of installation. The terms under which such credit is extended are contained in the contract between the Air Force Base and the City of Dover, and are identical with the terms in the contract between the City of Dover and Delaware Power & Light Company, from whom Dover purchases the current for resale. The Air Force Base claims Delaware Power & Light has taken no action thus far on the claim. The Air Force Base has withheld payment of power bills for the months of January and February 1957 because of the claim. Dover in turn has withheld payment of like bills received from Delaware Power & Light Co. The matter was referred to the City Solicitor for study and his opinion prior to further action by Dover.
HURLEY WATER LINE
On motion of Mr. Mundy, seconded by Mr. Holpp, Council authorized the extension of City water to property of William Hurley on Greenhill Avenue at the expense of Mr. Hurley and according to specifications of the City Manager. Mr. Hayes voted No.
EQUIPMENT
On motion of Mr. Davis, seconded by Mr. Zartman, Council authorized the City Manager to obtain bids on a combination air compressor, front end loader and bucket, for consideration of City Council.
FIRE COMMITTEE
Mr. Hayes reported that the Fire Committee will submit recommendations to Council at its next meeting.
DEMONSTRATION
Mr. Hayes invited members of Council to a demonstration of electronic equipment permitting traffic light control by fire equipment. The demonstration will take place Tuesday, March 19, at 7:30 P.M.
WATER STREET SEWER AND WATER LATERALS
Mr. Ward and Mr. Baker discussed with City Council the installation of laterals for sewer and water on Water Street between State Street and Governors Avenue prior to paving the street by a State Highway contractor. Council expressed its approval of separating services to double houses.
AUDIT
On motion of Mr. Zartman, seconded by Mr. Hayes, Council authorized audit of City books for the year ending June 30, 1957 by the firm of William Manter with requirement that the audit report be submitted on or before September 15, 1957.
WATER METERS
On motion of Mr. Davis, seconded by Mr. Hayes, Council directed that property owners in the City be notified to install water meters on or before September 30, 1957.
SCANLON CURB
Council authorized a curb depression for a driveway on the property of Helen Scanlon, 225 N. Bradford Street.
MERCER CURB
On motion of Mr. Davis, seconded by Mr. Tischer, Council authorized Dr. Mercer to depress the curb for a parking area on his property on King Street. Council specified a 30' entrance with a 2' bevel and 6' of sidewalk.
