REGULAR MEETING

February 11, 1957

The meeting was called to order by Mayor W. Haman presiding at 7:30 P.M. Rev. Lawrence T. Slagnt said the invocation. Associate Judge Charles L. Terry Jr. swore into office for twp year terms Councilmen Crawford J. Carroll, First District, Paul E. Zartman, Second District, Francis L. Turner, Third District and Victor E. Holpp, Fourth District.

Hold over Councilmen present were Messrs Mundy, Davis, Tischer and Hayes. Mayor Haman spoke briefly and thanked for their services outgoing Councilman Millard Biddle and Stanley Petty.

Following a brief recess, the meeting was called to order for the conduct of regular business.

ELECTION OF OFFICERS

By unanimous vote, Ralph R. Tischer was elected Vice Mayor.

By unanimous vote, Francis P. Neylan was elected City Clerk.

By unanimous vote, Francis P. Neylan was elected City Treasurer.

By unanimous vote, Clarence R. Dempsey was elected City Alderman.

By unanimous vote, Magistrate George K. Shockley was elected Acting Alderman to serv at such times as Alderman Dempsey is unable to serve.

By unanimous vote, James H. Hughes III was elected City Solicitor.

POLICE DEPARTMENT

Council fixed the police department at the number now serving (19) and their salaries as at present scheduled.

COMMITTEES

Mayor Haman announces the appointment of the following committees:

Legislative & Finance: Councilmen Tischer, Turner, Holpp, City Manager Ward, City Clerk Neylan, City Solicitor Hughes

Building Commission: City Manager Ward, Councilmen Davis and Zartman, George Hill Jr., Chief of Police Turner.

Board of Health: Dr. George R. Spong, Dr. Eugene R.. McNinch, Donald K. Harmeson, Leon Davidson.

Tree Commission: Councilmen Holpp, Carroll and Hayes, State Forester Taber, Harry Jackson and Mrs. Hayes Wilson Sr.

Utility Committee: Councilmen Holpp, Mundy and Zartman.

Hearing Committee: Councilmen Davis, Carroll, and Tischer.

Zoning Committee: Councilmen Tischer, Hayes, Mundy and City Manager Ward.

Wages & Hours: Councilmen Tischer, Davis, Hayes, and City Manager Ward.

Power Plant Dedication: Councilmen Tischer, Turner and City Manager Ward

Annexation Committee: Councilmen Holpp, Tischer and Hayes.

Revision of Ordinances: Councilmen Holpp, Hayes and Tischer;

       Sub-committee: Hughees, Ward, Neylan, Chief Turner, Baker and Bewick.

Planning Commission: To be announced.

MINUTES

Minutes of the last special meeting were accepted as read.

PUMPING STATION

Albright & Friel Representative Mr. Nissen, presented to City Council bids received for the construction of a sewage pumping station at Governors Avenue and Wyoming Avenue, with their recommendation for acceptance of the base bid of George & Lynch, $55,400, with a completion time of 90 days. The alternate bid of James Julian was lower, but included electricity to be furnished by Dover and a completion time of 210 days. The cost of electricity to Dover and the increased inspection costs because of longer completion time was considered in the recommendation. On motion of Mr. Holpp, seconded by Mr. Turner, George & Lynch was awarded the contract for construction of the sewage pumping station on their base bid of $55,400 ans completion time of 90 days.

REPORTS

Report of Cash Receipts for January was accepted as read.

Report of the Chief of Police for June was accepted as read.

Report of the Alderman Dempsey for January was accepted as read. Checks in the amounts of $1453.75, $146.00 and $79.50 were remitted to the City. Report of the Acting Alderman Shockley for January was accepted as read. Checks in the amounts of $3.00 and $532.00 were remitted to the City.

GRANGE

Mrs. William L. Conrad invited a representative of City Council to a family dinner at Capital grange, February 26, 1956 at 6:30 P.M. Councilman Carroll will attend.

FIRE COMMITTEE

Fire Chief George Hill requested Council to consider more stringent fire regulations governing structures of all types within the City including apartments, multi-family dwellings, rooming houses and places of public assemblage. Stanley Petty, representing Chief Hill, requested Council to appoint a commission or committee to work with the Fire Marshall on problems of fire prevention and control and requested that the City Solicitor be authorized to work with the Fire Marshall on preparation or revision of ordinances. On motion of Mr. Tischer, seconded by Mr. Hayes, Council authorized the appointment of a Committee of Council to work on Fire regulations and a sub-committee including the Fire Marshall, City Solicitor and such others as may be required. Mayor Haman will appoint the committee.

INSURANCE

George Hill requested that the Hill Insurance Agency participate in the insurance program of the City. The City Clerk was directed to notify the broker of record, Mr. Hardesty, of the request and of the qualifications established by Council for participants.

FREAR WATER BILL

Mr. Joseph Wilson of the Frear Company requested Council to adjust its water bill for the quarter ending October 1, 1956 which indicated a water consumption of 3,458,000 gallons, more than one million gallons in excess of its previous high water bill. No fault has been found with the water meter. Council denied the request.

SOUTH DOVER SIDEWALK

Mr. George Hess of the Dover Special School District requested Council to provide for the installation of sidewalks on South Street between State Street and Governors Avenue. He hoped in this way to provide passage for students crossing town whose noise when using the hospital drive has drawn complaints from the hospital. The possibility of having sidewalks installed on either Hope Street, South Street or Water Street was considered. The State is now engaged in rebuilding Water Street. Harry McSherry will inquire about the possibility of the State installing sidewalks on Water Street.

HURLEY WATER

William Hurley asked Council to consider again his request for extension of water to his home on Greenhill Avenue south from the Whiteoak Road. Council tabled the matter until a survey us made of the present demand for water from the present small line in Whiteoak Road.

CITY MANAGER REPORT

City Manager presented to Council copies of his reports for the months of December 1956 and January 1957.

CLERGY

On motion of Mr. Holpp, seconded by Mr. Davis, Council directed that its future meetings be opened with prayer. Mr. Ward will contact the local ministerial association about the possibility of having a clergyman present to open with prayer each session of Council.
