SPECIAL MEETING
October 22, 1956
The special meeting of City Council was held Monday, October 22, 1956, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Hayes, Holpp, Mundy, Petty, Tischer and Zartman.
MINUTES
Minutes of the last regular meeting were accepted as read.
BUDGET REPORT
Report of budget expenditures for the month of September was accepted as read.
ANNEXATION COMMITTEE
The Annexation Committee presented a preliminary report and recommended that first consideration be given to annexation of the Morris Estates area. The report included a study of costs to the area to be annexed and of benefits tot he same area. On motion of Mr. Petty, seconded by Mr. Davis, Council approved the report of the committee and authorized them to proceed as recommended.
POWER PLANT
Council discussed the problem of visitors to the power plant and the establishment of a method of orderly admission. On motion of Mr. Tischer, seconded by Mr. Hayes, Council directed that admission of visitors to the power plant be by pass secured at City Hall and surrendered when admitted to the Power Plant; and that City officials be issued a permanent pass for admission to the Plant where a log shall be kept which shall be signed by official visitors.
ELECTRIC BILLS
The Utility Committee reported on its study of time required for payment of electric bills. At present a penalty of 5% is assessed if payment is not made within 30 days, and service discontinued after 60 days. The Committee recommended a change. On motion of Mr. Petty, seconded by Mr. Davis, Council directed the City Solicitor to amens the ordinance to eliminate the penalty and to require payment of bills within 20 days of the date of the bill. Electric service will be discontinued when payment is not made in the allotted time. A charge of $2.50 will be made for discontinuing service, and a charge $2.50 to reconnect. Effective date of the ordinance will be January 1, 1957.
CURBS
At 8:30 P.M., Mayor Haman announced that Council would hear property owners on DuPont Street on the subject of the installation of curbs and gutters on both sides of that street. The hearing had been duly advertised as required. William Hurley Jr. and William Hurley III were present and spoke in favor of the project. No objections were voiced:
On motion of Mr. Petty, seconded by Mr. Tischer, Council by unanimous vote adopted the following Resolution:
A RESOLUTION PROVIDING FOR THE INSTALLATION OF CURBS AND GUTTERS ON BOTH SIDES OF DU PONT STREET AND FIXING THE COST THEREOF TO BE BORNE BE ADJOINING OWNERS.
Be It Resolved By The Council Of The City Of Dover:
Section 1. All interested property owners and other residents of the City having been heard at a meeting of Council duly advertised, no written objection having been presented to Council, and all property owners present at said meeting having expressed their approval of the proposed installation, the City will install or cause to be installed concrete curbs and gutters on both sides of DuPont Street in front of the properties of William Hurley Jr., William Hurley III, and Frank Patterson.
Section 2. The full cost of the said concrete curbs and gutters shall be borne by the owners of real property in front of which the same shall be installed in proportion to the lineal frontage of their properties, and the said cost shall be ascertained and collected in accordance withe the provisions of Section 28B of the Charter of the City of Dover.

ADVERTISEMENTS
City Manager Ward showed to Council a page of 13 mats urging the purlic to install and maintain adequate electric wiring which the City could sponsor in the Delaware State News at a total cost of $88.00. On motion of Mr. Hayes, seconded by Mr. Biddle, Council authorized such an expenditure by the City as a public service, and as a furtherance of fire prevention.
SEWER POLICY
City Manger Ward outlined the Utility Committee’s recommendations of a sewer policy covering taps and service charges outside the City, which are essentially as follows:
1. A service fee shall be charged at the following rate:
First 7500 sq. ft. of area served by tap - $.3-1/3 per sq. ft.
Next 42,500 sq. ft. of area served - $.3 per sq. ft.
All over 50,000 sq. ft. - $.2.7 per sq. ft.
Minimum service fee - $250.00.
2. The sewer rent shall be ½ the water bill, but not less than $18.00 per year.
3. A Sewer Tapping Fee shall be charges as follows:
One Family Dwelling 4" Tap $37.50
Two Family Dwelling 4" Tap 52.50
Commercial $ Institutional: 4" Tap 52.50
“ 6" Tap 75.00
“ 8" Tap 100.00
Apartments, 2 unit 4" Tap 52.50
3 unit 4" Tap 57.50
4 unit 4" Tap 62.50
5 units & larger 6" Tap Min. 75.00
The actual tapping costs will be borne by the applicant who shall make the tap after securing the necessary permit and paying the required fees.
On motion of Mr. Davis, seconded by Mr. Tischer, Council adopted the policy outlined above.
NEW SEWER MAINS
Council discussed the installations of sewer mains outside the City limits and the recapture of some portion of the cost by the developer or installer. The subject was tabled for further study.
RECESS
On motion of Mr. Petty, seconded by Mr. Hayes, Council recessed at 10:35 P.M. to reconvene Monday, October 29, 1956 at 7:30 P.M.
