REGULAR MEETING
October 8, 1956
The regular meeting of City Council was held Monday, October 8, 1956, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Hayes, Holpp, Mundy, Petty, Tischer and Zartman.
MINUTES
Minutes of the last special meeting were accepted as read.
REPORTS
Report of the Chief of Police for June was accepted as read.
Report of the Alderman Dempsey were accepted as read. Checks in the amounts of $3,104.00, $145,00 and $29.50 were remitted to the City. Report of the Acting Alderman Shockley was accepted as read. A check in the amount of $95.50 was remitted to the City. Report of Budget
Report of Cash Receipts for September was accepted as read.
Council reviewed delinquent electric and water accounts.
VOID CHECKS
On motion of Mr. Tischer, seconded by Mr. Zartman, Council authorized voiding outstanding checks issued on the general account prior to June 30, 1955.
INSURANCE
Council discussed with Charles W. Hardesty insurance coverage on the power plant and sewage disposal plant. On motion of Mr. Petty, seconded by Mr. Tischer, Council authorized fire extended coverage on the power plan in the amount of $1,500,000. Mr. Hardesty will look into the cost of use and occupancy insurance on the plant.
On motion of Mr. Tischer, seconded by Mr. Mundy, Council authorized the purchase of fire and extended coverage on the Sewage Disposal Plant in the amount of $525,000 (Hand written note as follows: “? 584,000 at cost of 525.00"), which excluded the sludge drying beds. The vote was 4 to 3, with Councilmen Biddle, Holpp and Petty voting No.
REPORT
Report of City Manager was accepted as read.
SOUTHWEST DOVER SEWER
City Manager Ward reported that Albright & Friel had reviewed the bid of Edgell Construction Co. on the southwest Dover sewer and recommended acceptance. The bid was higher than anticipated because of the type of sewer pipe specified and the necessity for shoring excavations. The bid had been awarded September 24, 1956 subject to review by the engineers.
ORDINANCE
On motion of Mr. Mundy, seconded by Mr. Biddle, Council passed the following ordinance. Mr. Zartman voted No.
N ORDINANCE PROHIBITING THE PARKING OF VEHICLES DURING CERTAIN TIMES ON CERTAIN PORTIONS OF SOUTH STATE STREET IN THE CITY OF DOVER.
Be It Ordained By The Council Of The City of Dover:
Section 1. No person shall park any vehicle during the school year between hours of eight a.m. and four p.m., Saturdays and Sundays excepted, along the eastern side of South State Street adjoining the property of the South Dover Elementary School or along the western side of South State Street between the driveways to the properties at 724 and 726 South State Street now owned and occupied by Cecil A Moore and Diamond State Dairies, Inc., respectively.
Section 2. Any person convicted of a violation of this ordinance shall be fined not more than ten dollars ($10.00) or, upon failure to pay such fine as shall be imposed, imprisoned for not more than ten days.

RESOLUTION - CURBS
By unanimous vote, Council passed the following resolution:
A RESOLUTION SETTING A PUBLIC HEARING TO CONSIDER THE INSTALLATION OF CURBS ON DU PONT STREET
Be It Resolved By The Council Of The City Of Dover:
Section 1. The Council of The City of Dover will meet on Monday, October 22, 1956, at 8:30 P.M. Eastern Daylight Saving Time at the City Hall to consider the questions of installing concrete curbs and gutters on both sides of DuPont Street in The City of Dover in front of the properties of William Hurley Jr., William Hurley III and Margaret Hurley, his wife, and Frank Patterson, and of assessing the cost thereof against the said owners.
Section 2. At the said meeting the Council will hear the aforesaid owners of property and other residents of the City in accordance with Section 28 of the Charter of The City of Dover, as amended by Chapter 152, Volume 37, Laws of Delaware.
