SPECIAL MEETING
September 24, 1956
The special meeting of City Council was held Monday, September 24, 1956, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Hayes, Holpp, Petty, Tischer and Zartman.
MINUTES
Minutes of the meetings of September 10 and September 18 were accepted as read.
SEWER BIDS
Bids were received as follows for the installation of sewers in the area of southwest Dover:
Edgell Construction Co., Contract #1, $71,695.35, time of completion 150 days.
George & Lynch, Contract #1, $84,712.80, time of completion 150 days.
On motion of Mr. Tischer, seconded by Mr. Petty, the contract was awarded to Edgell Construction Co., subject to review and approval by Albright & Friel, Consulting Engineers.
STREET BIDS
City Manager Ward presented bids which had been received for installation of curbs, storm sewers, excavation and backfill, etc. on Lotus Street, Pine Street, Park Avenue, Orchard Avenue and Dupont Street.
Council discussed the price of curb per foot which under a former bid was $1.80 per foot and under the new bid is $2.00 per foot. The question of assessing the cost of street paving to property owners was also discussed. Mr. Tischer expressed his opinion that the City should not pay the entire cost of new streets. Mr. Davis stated that after January 1, 1957 property owners should be assessed 1/5 the cost of new streets with the City paying 3/5's.
On motion of Mr. Tischer, seconded by Mr. Davis Council decided its future policy would be that streets dedicated and opened as new streets would not be surfaced at the entire expense of the City, the intent being that a developer should pay at least some portion of the cost of new streets.
The City now has prices on hot mix and surface treatment of streets effective for the year 1956. On motion of Mr. Davis, seconded by Mr. Zartman, Council directed that paving contemplated for the year 1956 should be done under the terms of the contracts now in effect.
On motion of Mr. Holpp, seconded by Mr. Davis, Council directed that the presently scheduled street paving or resurfacing should be completed.
Bids for curbing, storm sewers, etc. on streets mentioned above were received as follows:
Edgell Construction Co., $24,494.00
George & Lynch, $29,138.75.
On motion of Mr. Davis, seconded by Mr. Zartman, Council awarded the contract to Edgell Construction Co.
PUMPING STATION
Representatives of Albright & Friel, Mr. McCoach and Mr. Falcione discussed with Council the design and capacity of a sewage pumping station to be constructed at Governors and Wyoming Avenues.
On motion of Mr. Holpp, seconded by Mr. Biddle, Council directed that the pumping station should be designed to handle a flow of 700 gallons per minute, but that pumps and motors to be immediately installed should be designed to handle a flow of 350 gallons per minute, or the capacity of the present Governors Avenue gravity sewer.
PONY LEAGUE
Ralph Boyer, President of the newly organized Dover Pony League for boys of ages 13 and 14, asked Council for the use as a baseball park of land owned by the City on Dover Street, between New and West Streets. On motion of Mr. Tischer, seconded by Mr. Hayes, Council granted the use for two years, with the understanding that it shall be relinquised by the League if Dover has earlier need for the land.
ORDINANCES
City Solicitor Hughes presented for consideration of Council an ordinance restricting parking on S. State Street near the South Dover Elementary School. The ordinance was tabled until Council could determine the actual areas restricted.
Mr. Hughes also presented an ordinance amending the ordinance permitting the City Manager to post streets of the City with vehicle load limits. This ordinance was tabled for further study.
YMCA ELECTRIC BILL
The YMCA requested the City to donate the cost of electricity for lights on the softball diamonds on the Wesley Field. On motion of Mr. Holpp, seconded by Mr. Tischer, Council authorized the donation of a sum sufficient to cover the cost of electricity, which is in excess of $100.
HARDESTY INSURANCE
Council decided to discuss certain insurance coverage of the City with Charles W. Hardesty at 8 P.M. the night of its regular meeting October 8.
TAXES
Capital Grange and Dover Century club had petitioned Council for relief from property taxes. Council requested the two organization to furnish financial statements. A statement has been received from the Century Club. Council tabled the matter until a statement is received from Capital Grange.
BUILDING PERMITS
Thomas Baker discussed with Council requests for building permits received from George Records on S. Bradford Street in the business district for conversion of a former residence to office use, from Nick Nicholas for conversion of the former Holy Cross Rectory to apartments, and for the erection of a residence on Pine Street by Arthur Livingston on a lot which has a small building now located on the rear.
