REGULAR MEETING

September 10, 1956

The regular meeting of City Council was held Monday, September 10, 1956, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Hayes, Holpp, Mundy, Petty, Tischer and Zartman.

MINUTES

Minutes of the meeting of August 27 were accepted as read.

ARMY RESERVE CENTER

Council considered the request for the erection of an Army Reserve Center on lands of the Satterfield Estate between New and Queen and Mary and Clara Streets in the City of Dover. No objections have been received from property owners in the area. On motion of Mr. Davis, seconded by Mr. Holpp, Council authorized the erection of an Army Reserve Center at that location. Mr. Hayes voted No.

REPORTS

Report of the City Alderman was accepted as read. Checks in the amounts of $133.00 and $1291.00 were remitted to the City. Report of the Acting Alderman Shockley was accepted as read. A check in the amount of $46.00 was remitted to the City.

Report of the Chief of Police was accepted as read.

Report of Cash Receipts for August was accepted as read.

Budget report for July was accepted as read.

Report of the Fire Recorder for July was accepted as read.

LOOCKERMAN STREET DRAINAGE

Mr. Marvel Watson asked Council whether something could be done about storm water drainage at the end of Loockerman Street near the railroad station. The problem is concerned with railroad property. The City Manager will contact the railroad on the matter.

CHIEF OF POLICE

Chief Turner reported his recommendation that curb depressions on the Zurkow property be located one on Division Street and one on American Avenue.

Chief Turner discussed the problem of entrance and exit to the A & P parking lot while construction of the new parking lot east of City Hall is underway.

Chief Turner discussed the request of the south Dover Elementary School for elimination of parking on south State Street in front of the school and for 20' on each side of crosswalks opposite the school.

On motion of Mr. Mundy, seconded by Mr. Holpp, the City Solicitor was directed to prepare an ordinance forbidding parking in the area.

CITY MANAGER REPORT

Report of the City Manager was accepted as read.

SOUTHWEST DOVER SEWER

City Manager Ward reported that a representative of Albright & Friel would be in Dover Tuesday, September 11, with plans and specification for the Southwest Dover Sewer and asked the opinion of Council on the matter of advertising for bids. On motion of Mr. Davis, seconded by Mr. Hayes, Council directed that the project be advertised in newspapers during the balance of the present week, and that bids be opened at the meeting of Council September 24.

SOLICITOR REPORT

City Solicitor Hughes reported on the status of the Ehrlich Realty Co. tax case, the condemnation of street right-of-ways and the Garden Court Apartment case.

DAYLIGHT SAVING TIME

On motion of Mr. Petty, seconded by Mr. Tischer, Council authorized the extension of daylight saving time in the City of Dover until Sunday, October 28, 1956.

PURCHASED POWER CONTRACT

On motion of Mr. Hayes, seconded by Mr. Davis, Council decided to meet on Tuesday, September 18, 1956 at 7:30 P.M. to study and discuss the proposed contract with Delaware Power & Light Company for supply to the City of Dover of purchased power.

GRANGE AND CENTURY CLUB TAX

The Capital Grange and Dover Century Club have petitioned Council for relief from City property tax. City Assessor Baker reported that a study of the tax rolls revealed that no similar civic organizations owned property within the City. On motion of Mr. Petty, seconded by Mr. Holpp, Council directed that these two organizations be requested to furnish a Financial report of their operations before Council acted on their requests.

ANNEXATION

Councilman Holpp declared that the subject of annexation had been long discussed and he believed the time was opportune for some action to be taken. Council discussed the matter and the manner of determining the sentiment of residents in areas adjoining the City. On motion of Mr. Davis, seconded by Mr. Holpp, Council directed that the Mayor appoint a committee to study the matter and possibly survey the areas for which a method of annexation has been provided by act if the State Legislature.
