SPECIAL MEETING
August 27, 1956
The special meeting of City Council was held Monday, August 27, 1956, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Hayes, Holpp, Mundy, Petty, Tischer and Zartman.
MINUTES
Minutes of the meeting of August 13 were accepted as read.
ARMY RESERVE CENTER
Major Norman Scott of the Dover Army Reserve Center presented a letter bearing signatures of residents of the area approving Reserve Center project. Because of an impression that decision had been postponed for 30 days, action was det aside until September 10.
SOUTHWEST DOVER SEWER
Mr. McCoach of Albright & Friel, presented southwest Dover sanitary sewer plans. On motion of Mr. Zartman, seconded by Mr. Holpp, Council selected that part between Wyoming Avenue and Waples Avenue, West Street extended, and an alley approximately 150' west of West Street as the portion for immediate advertising and 1956 construction.
DAYLIGHT SAVING TIME
The Diamond State Telephone Company inquired about City’s intention of extending daylight saving time. On motion of Mr. Holpp, seconded by Mr. Davis, Council referred the matter to the Chamber of Commerce, who will make inquiry as to intentions of adjacent communities, Wilmington, Philadelphia, Baltimore, etc., and report back.
ZURKOW CURB
Dr. Zurkow requested two 20' curb depressions on his property at Division and American Avenue. On motion of Mr. Hayes, seconded by Mr. Petty, Council granted the request, subject to the approval of Chief of Police Turner.
WILLIAM STREET ALLEY
A letter from property owners abutting an alley between William, Columbia, Fairview and Carol requested the City of box out, back fill and grade the alley to improve property drainage. On motion of Mr. Davis, seconded by Mr. Zartman, Council approved the request.
MARYLAND AVENUE
Mr. Walter Holt requested the City to pave Maryland Avenue from Pennsylvania Avenue to a dead end, the City to pay ½ the cost. On motion of Mr. Tischer, seconded bu Mr. Zartman, the request was tabled as this “alley” represents one possible route of a storm sewer for that area.
TREE COMMITTEE
The Tree Committee submitted a report on a meeting held to discuss Dutch Elm Disease in Dover, and Delaware as a whole. The report is attached hereto.
ELECTRIC RATES
The Utility Committee reported its findings and recommendations on Domestic and Water Heating electric rates. On motion of Mr. Tischer, seconded by Mr. Davis, Council accepted the recommendation of the committee on water heating rates, with the change effective, if possible, September 4. On motion of Mr. Davis, seconded by Mr. Biddle, Council accepted the recommendation of the committee on Domestic rates, with the change effective, if possible, September 4.
WATER METERS
Council approved the purchase of water meters for the entire system. 2000 meters will be purchased from Neptune Meter Company at the 1956 price, with shipment to begin in November in lots of 500 per month. Customers will pay cost of meter and cost of installations.
