SPECIAL MEETING
May 28, 1956
The special meeting of City Council was held Monday, May 28, 1956, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Hayes, Holpp, Mundy, Petty, Tischer and Zartman.
MINUTES
Minutes of the last regular meeting were accepted as read.
RESOLUTION
On motion of Mr. Davis, seconded by Mr. Mundy, Council, by unanimous vote, adopted the following resolution.
A RESOLUTION AMENDING THE RESOLUTION GRANTING TO CURTIS W. BORROR A FRANCHISE TO OPERATE A LOCAL MOTOR BUS SERVICE.
Be It Resolved By The Council Of The City Of Dover:
Section 1. The resolution adopted May 14, 956, by which an exclusive franchise was granted to Curtis W. Borror to operate a local motor bus service over the streets of The City of Dover and fixing the terms and conditions thereof is hereby amended by striking out sub-section 4 (a) 2 and inserting in lieu thereof the following:
2. For any bodily injuries to or death of all persons injured or killed in any one accident, not less than $80,000.00;

MEMORIAL DAY SERVICES
Council authorized placing a wreath in the name of the City of Dover at the Memorial Day services at the triangle monument by a representative of the City.
HEARING COMMITTEE
Mayor Haman appointed to the Hearing Committee for the months of June, July and August Councilmen Holpp, Mundy and Zartman.
APPRECIATION ARMED FORCES DAY
On motion of Mr. Davis, seconded by Mr. Zartman, Council directed that a letter be sent to Colonel Henry K. Roscoe expressing appreciation for his services in the Armed Forces Day celebration.
TWO HOUR PARKING LOOCKERMAN STREET
On motion of Mr. Hayes, seconded by Mr. Zartman, Council directed that signs limiting parking to two hours be re-erected on Loockerman St.
PEAR STREET
Residents of Pear Street between William Street and Clara Street petitioned Council to curb and pave the street stating they are willing to sacrifice the trees. The City Manager will reply outlining the plans of the City.
FIRE HOSE
On motion of Mr. Zartman, seconded by Mr. Mundy, Council authorized the purchase of 500' of 1½” fire hose for the Robbins Hose Co.
SEWER AND WATER CONTRACT
Council authorized the award of a contract for installation of storm sewer and water lined on Columbia Avenue, William Street and State Street to Edgell Construction Co. on their low bid of approximately $9300.
WATER STREET RIGHT OF WAY
On motion of Mr. Hayes, seconded by Mr. Mundy, Council approved a letter to be sent to Mr. Bradford outlining Council’s offer of a maximum of $1000 for right-of-way required for Water Street east of State Street where the State proposes to improve the street and install sidewalk and curb.
AUDITOR
City Manager Ward reported on estimates received from various accounting firms for performing the annual City audit. On motion of Mr. Tischer, seconded by Mr. Hayes, Council authorized the employment of William Manter. His estimate was $1200.
INSURANCE
Council discussed the insurance recommendations of Charles Hardesty for the power plant, warehouse inventory and general liability.
On motion of Mr. Petty, seconded by Mr. Hayes, Council directed that a blinder be secured for fire insurance and extended coverage on the power plant and contents as recommended by Mr. Hardesty pending further study and final decision as to coverage.
On motion of Mr. Tischer, seconded by Mr. Biddle, Council directed fire insurance be secured on the contents of the warehouse with total coverage to be based on regular inventory reports.
RESOLUTION
On motion of Mr. Tischer, seconded by Mr. Davis, Council, by unanimous vote, adopted the following resolution:
A RESOLUTION EXTENDING LEGISLATIVE AVENUE FROM EAST LOOCKERMAN STREET TO LANDS OF RICHARDSON AND ROBBINS COMPANY.
Be It Resolved By The Council Of The City Of Dover:
Section 1. Legislative Avenue is hereby extended with a width of 60 feet from the northerly line of East Loockerman Street across lands of The City of Dover in a northerly direction to lands of Richardson and Robbins Company; the easterly line of said street shall coincide with the westerly line of lands recently conveyed to the Dover Hotel Corporation extending from a point in the northerly line of East Loockerman Street North 10 degrees 16 minutes 30 seconds West a distance of 389.07 feet.
Section 2. The said street shall be henceforth for the use of the public as a thoroughfare in accordance with and subject to the provisions of the charter and ordinances of The City of Dover with respect to streets and alleys.

ORDINANCE - ELECTRIC SERVICE
An ordinance requiring 220 volt electric circuits to certain residential appliances, and 100 ampere service entrances to homes was tabled for further study.
SEWER PROGRAM
City Manager Ward reported to City Council on discussions with Albright & Friel on sewer installations in southwest Dover and along the St. Jones River between Division and Loockerman Street.
DP& L TAXES
Delaware Power & Light Co. requested that their tax assessment be increased to comply with a figure specified by the. Council denied the request on the grounds that uniform reassessment of all properties in the City had been made and should not be altered.
