REGULAR MEETING

April 9, 1956

The regular meeting of City Council was held Monday, April 9, 1956, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Biddle, Davis, Hayes, Holpp, Mundy, Petty, Tischer and Zartman.

MINUTES

Minutes of the last special meeting were accepted as read.

REPORTS

Report of the Alderman Dempsey for March, 1956 was accepted subject to audit by the Clerk. Checks in the amounts of $24.70, $137.00 and $1554.95 were remitted to the City. Report of the Acting Alderman Shockley for March, 1956 was accepted subject to audit by the Clerk. A check in the amount of $339.25 was remitted to the City.

Report of Fire Recorder was accepted as read.

Report of the Chief of Police was accepted as read.

Report of Cash Receipts for March was accepted as read.

TAX APPEALS

Mayor Haman announced that the City Council would sit as a Board of Revision and Appeal to hear appeals on the Tax Assessment and to make revisions and corrections on Monday, April 16, 1956 at 7:30 P.M. The report will be received by the committee appointed to received and record appeals and time will be apportioned to individuals who may wish to make further personal appeals.

DAYLIGHT SAVING

Council directed that City offices be opened one hour earlier and closed one hour earlier from the last Sunday in April until the last Sunday in September.

RESOLUTION

By unanimous vote, Council adopted the following Resolution:

A RESOLUTION VACATING A CERTAIN TEN FOOT ALLEY RUNNING FROM QUEEN STREET IN A WESTERLY DIRECTION TO A LARGER ALLEY BETWEEN DIVISION STREET AND FULTON STREET IN THE CITY OF DOVER.

Be It Resolved By The Council Of The City Of Dover:

Section 1. The ten foot alley running in a westerly direction from Queen Street to a larger alley across lands of Howard C. Stevenson and James Tue between Division Street and Fulton Street in The City of Dover, vacation of which was proposed by a resolution of this Ocuncil adopted March 26, 1956, is hereby vacated and abandoned.

Section 2. Since no person has been deprived of property by the vacating and abandonment of said alley, no compensation is awarded.

REPORT

City Manager Ward reported that bids would be received this week on the Loockerman Street street lights and that bids would be received next Monday on street surfacing in northwest Dover.

HOTEL

Council was shown a tracing of the proposed design of the hotel to be erected near the lake east of City Hall. The Dover Hotel Corporation requested Council to change the deed transferring title to the land so that its mortgager would have a first lien on the property. On motion of Mr. Holpp, seconded bu Mr. Davis, Council directed that the payment of ground rent of $1000 per year for 15 years be required in the form of a second mortgage. Mr. Biddle voted no.

On motion of Mr. Davis, seconded by Mr. Petty, the City Solicitor was directed to prepare an agreement with the Dover Hotel Corporation to include the terms of the option under whixh Mr. Hughes Graham agreed to purchase the land and erect a hotel thereon.

BUS FRANCHISE

C. W. Boror, RD #1, Dover, Delaware requested Council to issue to him a franchise with terminal points and stops within the City, to serve the City and rural areas. Council directed Chief of Police Turner to study and report back on bus stops and traffic problems, and the City Manager to investigate and report back on the applicant.

APPRAISAL

On motion of Mr. Zartman, seconded by Mr. Mundy, Council directed that a price be secured from J. M. Cleminshaw Company on the cost of appraising State and Federal owned property within the City.

NO LEFT TURN SIGNS

On motion of Mr. Petty, seconded by Mr. Davis, Council authorized the elimination of no left turn signs on the corners at Governors Avenue and State Street, on Loockerman Street, with use being made only of signs in the middle of the intersections.

TRAFFIC SAFETY CONVENTION

On motion of Mr. Tischer, seconded by Mr. Mundy, Council authorized payment of the expenses of Chief of Police Turner while attending the President’s Meeting on Traffic Safety at Atlantic City, May 1 and 2.

DOG ORDINANCE

On motion of Mr. Holpp, seconded by Mr. Tischer, the City Solicitor was directed to change the penalty in the dog ordinance to permit payment of the fine for the first offense at City Hall when issuance of a warrant and cost of trial is not involved. Mr. Biddle voted No.
