REGULAR MEETING

March 12, 1956

The regular meeting of City Council was held Monday, March 12, 1956, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Biddle, Davis, Hayes, Holpp, Mundy, Petty, Tischer and Zartman.

MINUTES

Minutes of the last special meeting were accepted as read, with the exception that the total appraised value of taxable property within the City was corrected to $31,622,950.

REPORTS

Report of the Alderman for February, 1956 was accepted as read. A check in the amount of $1088.50 was remitted to the City. Report of the Acting Alderman Shockley was accepted as read. A check in the amount of $208.70 was remitted to the City.

Report of Fire Recorder, Robbins Hose Company, for January 1956 was accepted as read.

Report of Cash Receipts for February was accepted as read.

NORTH STREET

Mr. Walker Mifflin requested additional street lighting on North Street west of Queen Street, the elimination of parking and some action to prevent the growth of weeds on the cemetery lot. Mr. Ward reported that a street light is being relocated. The Chief of Police will study the parking situation and contact Mr. Walter Warrington about controlling the growth of honeysuckle and weeds.

LITTLE LEAGUE

Council granted permission to the Dover Little League to use the City owned land for the Dover Little League Park for the season 1956.

A letter explained the desire of the Dover Little League to expand to six teams and the necessity for lights to play such a schedule. The City was asked to procure, install and maintain the lights and provide current. Major David Crockett outlined the program and the need. Council expressed its approval of the program but pointed out it had no funds to carry out the project. Council suggested that Little League officials contact local civic organizations to see whether they could provide funds to purchase the materials. On motion of Mr. Petty, seconded by Mr. Davis, Council authorized the City to provide the labor required to erect the lights, and the necessary current without charge.

STEVENSON ALLEY

Howard C. Stevenson proposes to erect a residence and carport in the rear of his funeral parlor a Division and Queen Streets. The proposed structure would cover a portion of an unused alley on which buildings are already erected. He requested City auction to abandon the alley, which is located north of Division Street between Queen Street and a north-south alley just west of Queen Street. On motion of Mr. Davis, seconded by Mr. Zartman, Council directed the City Solicitor to take the necessary steps to abandon the alley and to provide quit claim deeds to Mr. Stevenson, and any other who might require them, at no cost to the City.

FRANK MINNER WATER LINE

A two-inch water line was installed on State Street, south from Wyoming Avenue, by Frank Minner and two other property owners, approximately 30 years ago. Mr. Minner, the sole survivor, proposed to the City that he transfer ownership of the line to Dover, on condition the Dover maintain the line and guarantee that he be supplied water at his present property, and at a new house that he proposed to build. On motion of Mr. Petty, seconded by Mr. Tischer, Council authorized acceptance of Mr. Minner’s proposal, and directed that Mr. Minner be notified of the details in writing.

WATER STREET RECREATION CENTER

Representatives of the YMCA reported that the buildings at the Water Street recreation center were in need of repair, and requested City officials to visit the center for an examination. Councilmen have examined the property. On motion of Mr. Davis, seconded by Mr. Tischer, the City Manager was directed to secure estimates of cost and recommend to Council what immediate repairs should be made.

JESSE HARMON PERMIT

Council received from Kenneth Smith a request to reconsider the decision to grant a permit to Jesse Harmon to locate on Pine Street the former tenant house on the Ward farm converted into an apartment house. Council reviewed the action it had taken to safeguard the interests of property owners in the area.

INCINERATOR REPAIRS

Council authorized repairs to the incinerator at the revised estimated cost of $2285.00.

REPORT

Report of the City Manager was accepted as read.

LOOCKERMAN STREET LIGHTS

Council authorized the installation of new street lights on Loockerman Street with overhead wiring at present. The lights will be arranged in opposite and will be so located as to conform with a future street widening. The foundations of the standards will be poured with Y’s installed to provide for possible underground wiring in the future.

CURB CONTRACT

On motion of Mr. Hayes, seconded by Mr. Davis, Council authorized extension of the contract with Edgell Construction Company for installation of curb and gutter at $1.80 per foot in Northwest Dover, with time of completion not to exceed working days.

TRACTAIR REPAIR

On motion of Mr.Davis, seconded by Mr. Mundy, Council authorized repairs to the Tractair compressor and digger at an estimated cost of $750.00.

ASSESSMENT

The committee of Council appointed for the purpose recommended that the City assessment be set at 60% of the appraised property values recently completed by J. M. Cleminshaw Co. On motion of Mr. Davis, seconded by Mr. Biddle, the recommendation of the committee was adopted.

APPEAL DATES

Council set the dates for assessment appeal hearings as March 27, April 3, and April 9, from 1 to 4 P.M. at City Hall.

CHIEF OF POLICE REPORT

Chief Turner reported on a letter received from William Miller of the State Highway Traffic & Planning Division in which was recommended that only manually operated traffic signals be installed at the South Dover Schools. Automatic signals were not recommended.

On motion of Mr. Davis, seconded by Mr. Hayes, Chief Turner was authorized to obtain information on the cost of an intoximeter for the Dover Police Department.

A special meeting of City Council will be held Monday, March 19, 1956 at 7:30 P.M.
