SPECIAL MEETING
December 27, 1955
The special meeting of City Council was held Tuesday, December 27, 1955, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Biddle, Davis, Helm, Holpp, Tischer and Zartman.
MINUTES
Minutes of the last regular meeting were accepted as read.
ASH HANDLING EQUIPMENT
City Manager Ward reported he was awaiting information from the firm which supplies ash handling equipment which is needed at the Dover power plant as to installation cost and terms of payment.
PENNSYLVANIA RAILROAD
Mr. Ward reported that representatives of the Pennsylvania Railroad had called on him to discuss facilities for unbading coal used at the power plant from freight cars. The matter is still being studied.
CITY HALL CHANGES
Bids have been received on remodeling of City Hall basement and first floor as follows:

The base bids are on the complete project, alternates Nos. 1 and 2 are exclusions for remodeling the first floor, and providing a front entrance tot he basement and new heating facilities. Action on the project was postponed pending determination of financing methods.
POLICE QUARTERS
On or before January 15, 1956 new quarters must be found for the City police department. J. E. Leo Scanlon offered for rent a building at Governors Avenue and Reed Street at $125 per month for one year, or $100 per month for five years. Council authorized the City Manager to negotiate with Mr. Scanlon for a one year lease at a rental not to exceed $125 per month, with the privilege of renewing the lease for an additional year.
GARDEN COURT
City Solicitor Hughes reported he had received a reply from Garden Court Apartments to the suit brought by the City for $8661.71, the cost of providing water and sewer mains, in which that firm denied the obligation and pleaded the statute of limitations, although they offered to discuss the matter with Dover. Council directed the Solicitor to proceed with the suit.
ORDINANCE
On motion of Mr. Davis, seconded by Mr. Holpp, Council by unanimous vote passed the following ordinance:
AN ORDINANCE REGULATING THE SPEND OF VEHICLES ON SOUTH STATE STREET
Be It Ordained By The Council Of The City Of Dover:
Section 1. No person shall drive or operate any vehicle on South State Street in the City of Dover between Wyoming Avenue and The Green at a speed in excess of 25 miles per hour.
Section 2. Any person convicted of a violation of this ordinance shall be fined not less than Five ($5.00) Dollars nor more than Twenty-five ($25.00) Dollars or, upon failure to pay such fine as shall be imposed, imprisoned for not more than five (5) days.

ORDINANCE POST OFFICE
Council considered an ordinance banning parking on The Plaza at the location of the Post Office mail drop box. Following discussion, adoption of the ordinance was postponed until it could be determined whether the Post Office would relocate the drop box on the north side of the Plaza so that car drivers could more easily use the facility.
PARKING AUTHORITY CONTRACT
City Solicitor Hughes discussed a contract under preparation between Dover and the Parking Authority and the terms to be contained therein by which the Authority will repay Dover money loaned to finance initial projects of the Authority. Council agreed that the contract should contain a provision under which Dover would take over the facilities of the Authority upon inability of the Authority to meet the terms of repayment.
