SPECIAL MEETING
September 26, 1955
A special meeting of City Council was held Monday, September 26, 1955, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Biddle, Davis, Helm, Holpp, Mundy, Petty, Tischer and Zartman.
MINUTES
The Minutes of the last Regular Meeting of September 12th were read by City Clerk Neylan. Mr. Holpp moved that the minutes be accepted as read; Mr. Davis seconded. All were in favor.
INTERNATION LATEX CORPORATION STEAM TIE
Mr. Robert E. Derby from A.C. Wood Associates, was present along with Mr. Donald Church, their Field Engineer. Mr. Derby spoke in behalf of A.C. Wood in regard to the steam tie between the City and Latex. He reported that he met with Mr. Mullin, a Consulting Engineer for Latex, Mr. Dobberstein, and Mr. Godshall both from Latex. Mr. Derby suggested that they put the agreement down in writing so the City can plainly see just what Latex wants. He also said that he dictated a memo while he was at Latex and that a letter from them should be forthcoming shortly. The cost as far as they can see mow is $1.50 per 1,000 lbs. of steam. That would be the Cost to the City as well as to Latex in case of emergency. Council has agreed to await conditions in writing from Latex before they make any decision.
REMOVAL OF ASHES
Mr. Derby also presented to the Council the problem of removal of ashes from the Power Plant. He wanted to get the Council’s reaction to his getting prices etc. from the United Conveyor System in Philadelphia on an Ash Handling System. He is trying to see if he can’t negotiate with United to come to some terms with the City. He didn’t want to go ahead unless the Council wanted him to. Council has requested that he consult with United and present his findings at the Council’s next meeting.
PERMIT
Mr. James Mason was present at the Meeting with a petition signed by four of the eight property owners as well as a fifth signature by a trustee from the Church at the corner of Queen and Fulton Streets, asking that permission be denied Perry A. Reese to start an Undertaking Business at 442 Fulton Street. A question came up on the Church voicing an opinion on it, and also on the fact that the Church had only one Trustee. Mr. Petty moved that the Church question be settled before Council makes any decision. Mr. Tischer seconded. All were in favor.
A & P PARKING FACILITIES
Mr. Ward and Mr. Baker conferred with Mr. Hayes Wilson in regard to his intention to provide the A & P with Parking facilities. The parking would be on King Street (where the old bowling alley used to be). Mr. Wilson is also considering the possibility of tearing the building down where the Police are presently located. Council was asked to consider what could be done about placing the Police elsewhere if this should happen. Consideration was given to having them move to City Hall. Mr. Holpp requested that the City Manager consult with a suitable architect and have an estimate made. Mr. Davis seconded. All were in favor.
INVITATION
Mr. Ward read a letter from the Veterans of Foreign Wars inviting the Mayor and City Council to the dedication of their new post home on Salisbury Road, Tuesday, October 4, 1955.
BIDS
Two Bids were received on “The Street improvement Program” for Northwest Dover in the Lakewood Section of the City. They were Burger builders and Pleasanton & Edgell. Mr. Zartman moved that Pleasanton & Edgell be awarded the contract as the low bidder. Mr. Biddle seconded. All were in favor.

Budget Expenditure Report was accepted as read.
Ambulance Report was accepted as read.
DELINQUENT TAXES
City Solicitor Mr. James H. Hughes reported on Delinquent Taxes. He has written them all and has requested that they have their taxes paid by October 10th. If they aren’t, Mr. Hughes will have to take action to have their properties sold. Council inquired hoe Mr. Hughes was progressing on the Garden Court Suit. Mr. Hughes stated that he could not locate the Agreement, thus it prevented him from bringing the Suit against them. Council requested Mr. Hughes to have some report on the progress of it for the next Council Meeting. Council also inquired about the Hotel Richardson Site (Now Cities Service Property). Mr. Hughes was instructed to contact Cities Service about the Property again and have a reply from them by the next Meeting.
HOUSING
Mr. Thomas Baker gave a report on the houses that are condemned on South Governors Avenue. They will all be either removed or destroyed by the end of the second week in October. He also reported that the George Hovington House on North Queen Street was torn down. Mr. Baker received a request from Mr. Ravey that the condemnation of the Webster house on Slaughter Street be held up to give him a chance to fix it up.
ELECTRIC RATES
Council would like to have Mr. Ward report on the Electric Rates at the next Meeting.
