SPECIAL MEETING

June 28, 1955

A special meeting of City Council was held Tuesday, June 28, 1955, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Biddle, Davis, Holpp, Mundy, Petty, Tischer and Zartman.

DIAMOND STATE DAIRY

The Diamond State Dairy requested a building permit to erect a storage shed and retaining wall on its property 776 S. State Street, a residential section. A petition was received from residents in the area objecting tot he extension of the business. Council directed that the request be advertised in the local newspaper for a hearing to be held Monday, July 11, 1955 at 7:30 P.M. The block was defined by Council to include the west side of State Street from Waples to Hope Street, and the east side of State Street from Pine Street to Sackarackin Avenue.

CITY MANGER REPORTS

City Manager Ward reported that preliminary soil tests indicated that no piling would be needed for the erection of the water tower on the old ball diamond.

Mr. Ward also reported on his correspondence with local doctors on use of the City ambulance for making long distance trips with patients. The doctors thought the ambulance should be used freely, while the position of the City is that the Dover ambulance should be retained for emergency and local use, while neighboring ambulance service could be used for long distance trips, the need for which is known in advance.

D P & L CONTRACT

Council approved an amendment to the contract with Delaware Power & Light Company for furnishing power to the Air Base which would permit Dover to tap the line and supply a substation of 600 KW capacity for distribution to customers other than the Air Base. The contract may be signed if it is finally determined by the City Manager that the amended contract is necessary.

ZIMMERMAN LAND

Council approved payment of $100 tot he tenant on the Zimmerman Farm on the Lebanon Farm from which Dover will purchase a 50' lot. The payment will cover damages to crops planted on the lot.

WATER LINE SACKARACKIN AVENUE

Council awarded to Burger Building Corporation a contract for installation of a 10" mechanical joint water line from the alley north of Sackarackin Avenue southward to the southern property line of William B. Mitten.

BAKER SALARY

Council approved a salary increase of $10.00 per week for Thomas E. Baker, who will act as assistant to the City Manager.

BAKER REPORT

Council received from Thomas E. Baker a report of his activities as builsing inspector and Executive Officer, Board of Health.

RICHTER & MEYERS SEWER

Council discussed the need for sewer lines in the developments east of Dover and the proposal of Richter & Meyers to install an 8" sewer line from the new Acme Market south to amend the policy set by Council in regard to sewer lines constructed outside the City.

RESOLUTION

By unanimous vote, Council passed the following resolution:

A RESOLUTION AUTHORIZING THE BORROWING OF NINETY THOUSAND DOLLARS ($90,000) DOLLARS TO BE REPAID OUT OF CURRENT REVENUE.

Be It Resolved By The Council Of The City Of Dover In Council Met:

 (three-quarters of all members in Council concurring therein):

Section 1. The City of Dover shall anticipate current revenue by borrowing the sum of Ninety Thousand ($90,000.00) Dollars, to be repaid out of current revenue received hereafter in accordance with Section 50 of the Charter of The City of Dover.

Section 2. The Mayor of The City of Dover is hereby authorized and empowered to borrow said sum on Ninety Thousand ($90,000.00) Dollars from such bank, trust company, or other lender and upon such terms, interest rate, and conditions as he shall deem advisable and in the best interest of the City and to execute in the name of The City of Dover such bond or note as shall be required, whereupon the faith and credit of The City of Dover shall be pledged for the repayment thereof out of current revenue received hereafter.
