SPECIAL MEETING

June 27, 1955

The special meeting of City Council was held Monday, June 27, 1955, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Biddle, Davis, Helm, Holpp, Mundy, Petty, Tischer and Zartman.

MINUTES

Minutes of the last regular and special meeting were accepted as read.

Bids were received and opened for work at the Power Plant as follows:

HOTEL PROPOSAL

The Hearing Committee presented to City Council the proposal of the Dover Hotel Corporation for construction of a hotel in the low area east of City Hall adjoining the lake. They offered the sum of $1 for the land north of Loockerman Street and east of the east curb line of Legislative Avenue, extended northward, the sum of $10,000 for perpetual lease on the Lake, to be paid at he rate of $1,000 per year for tan years, and offered to provide necessary fill and grade for lower level parking and access road thereto in the area west of Legislative Avenue now leased to the Dover Parking Authority. Sketches of the front elevation and the proposed location on the land of the hotel were presented for consideration of City Council. Council expressed their desire to locate a new hotel in Dover. The Chamber of Commerce, by letter, approved the proposal of the Hotel corporation. Council directed that a committee be appointed to meet with the principals in Buffalo, New York and inspect their operation there, and to offer the land for construction of the hotel on the terms proposed, except that the lease shall be for the sum of $15,000 to be paid at the rate of $1,00 per year for fifteen years. The committee’s recommendations will be subject to final approval of City Council. Councilmen Tischer, Zartman, Davis and Petty and City Manager Ward were appointed to the committee.

SOUTHEAST DOVER INTERCEPTOR SEWER

Pleasanton & Edgell were awarded the contract to install the southeast Dover interceptor sewer February 28, 1955 for the sum of $43,000. In view of additional information received May 31, 1955, and the final right-of-way obtained for the sewer Council authorized the City Manager to proceed with the lower level sewer and awarded the contract to Pleasanton & Edgell on their alternate to sign the contract.

EDGEHILL WATER

City Manager Ward reported that the water line installed by Richter & Meyers in Edgehill acres had been dedicated to Dover. He further reported in numerous requests for water line extensions to residents in Edgehill. Council authorized the extension of water lines in Edgehill, provided lines are extended according to specifications of Dover, including fire hydrants, that lines be installed on basis of bids received by Dover, that the lines be dedicated to Dover, that the customers on the pay of the cost of the line, that refund be made to the customers along the lime as installed, with a minimum connection fee of $100, that water meters be installed, and that hte City be paid the actual cost of each individual tap.

AUDIT

The City Manager was authorized to proceed with the annual audit of the accounts of the City of Dover, including an audit of the bond issue of 1953. The City Manager wa directed to instruct the auditor to make a complete report of the audit, including the bond issue, before the end of the present calendar year.

AMENDMENT TO CHARTER

Council authorized Chief Turner to introduce into the State Legislature a bill amending the charter of the City of Dover to permit participation by Dover in the pension funds provided for Police in Delaware by a recent Act of Legislature assessing a special insurance tax for the purpose.
