REGULAR MEETING
June 13, 1955
The regular meeting of City Council was held Monday, June 13, 1955, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Biddle, Davis, Helm, Holpp, Mundy, Petty, Tischer and Zartman.
MINUTES
Minutes of the meetings of May 23 and May 31 were accepted as read.
REPORTS
Report of the Chief of Police was accepted as read.
Report of the City Alderman was accepted as read. A check in the amount of $1396.10 was remitted to the City.
Report of cash receipts for May, 1955 was accepted as read.
Report of the City Manager was accepted as read.
HURLEY WAREHOUSE
Council authorized granting a building permit to William H. Hurley III for the erection of a warehouse on Shotgun Alley, provided the grade of the building lot is raised to the grades and levels established and approved by the City.
LOT S. BRADFORD STREET
Council discussed the problem of cleaning up a vacant lot on S. Bradford Street whose owner is unknown. Council suggested that the City clean up the lot and erect No Dumping signs. The City Solicitor was directed to determine what action Dover could take to determine the owner, or acquire the lot and transfer ownership.
HOTEL
The hearing committee reported that discussion had been held regarding the possible erection of a hotel in the low part of the land owned by the City east of City Hall. A meeting will be held with the potential builder Monday, June 20 at 7:30 P.M.
ORDINANCE
By unanimous vote, Council adopted the following ordinance:
AN ORDINANCE AMENDING SECTION 2, CHAPTER XII, ORDINANCES OF HTE CITY OF DOVER BY INCREASING THE PENALTY FOR DAMAGING TREES AND PLANTS IN THE CITY OF DOVER.
Be It Ordained By The Council Of The City Of Dover In Council Met:
Section 1. Section 2, Chapter XII, Ordinances of The City of Dover, is hereby amended by striking out hte words “a fine of not less than Five nor more than Twenty-Five Dollars” and inserting in lieu thereof the following words, “a fine of not less than Fifty Dollars nor more than One Hundred Dollars.”

CURBS
Council discussed the problem of the installation of curbs within the City of Dover and directed that a committee be appointed to study the matter and report its recommendations to Council. Mayor Haman appointed to the committee Councilmen Tischer, Holpp, Mundy, City Manager Ward and City Solicitor Hughes.
CHAMBER OF COMMERCE REQUEST
The Chamber of Commerce is planning to hold Dollar Days August 4, 5 and 6 and requested permission of Council to erect a sign on The Plaza from July 25 thru August 6, announce the event thru loudspeakers from August 4 thru 6, and erect signs on parking meters July 29 thru August 6, Council approved the request.
A & P PARKING
M. Hayes Wilson appeared before Council to discuss the problem of parking and loading at the A & P Store and to ask whether Council would grant the space of two parking meters in front of the store for loading in return for additional parking space to be provided on the site of the former bowling alley on King Street. Council took no action.
EDGEHILL ACRES WATER LINE
City Manager Ward present to Council a letter received from Richter “Meyers which indicated that the approximate cost of installation of the water line in Edgehill Acres was $20,000 and that a great portion of the cost had been recaptured. They indicated their willingness to dedicate the line to Dover. Council directed that the line be dedicated to the City and that the developers be permitted to recapture tapping fees form 16 lots within the development at $150 per 3/4" tap, when buildings are erected thereon, and that recapture provisions be limited to these 16 lots.
WJC MONROE STREETS
City Manager Ward reported that Wesley Junior College had deeded to Dover a piece of land adjoining Monroe Street which would permit the City to widen the street. Council approved payment by the City of the cost of the survey, $30.00.
REPORT
City Manager Ward reported that bids have been prepared for insulation of piping at the power plant. He further reported that test borings will be made prior to preparation of specification for the foundation of the water storage tank.
KONSCHAK PLOT
A plot plan of a proposed development south of Waples Avenue between New Burton Road and West street was presented to Council. The plan included dedication of a street to run east and west. Council rejected the plan because it is the intent of the City to establish streets in that area to run north and south. The City Solicitor was directed to determine whether Waples Avenue west of West Street had been dedicated as a public street.
PARKING AUTHORITY LEASE
Council, by vote of 6 to 2, approved leasing to the Dover Parking Authority land east of City Hall under the same terms as a proposed lease recommended to Council April 18, 1955, with the exception that the land leased shall extend eastward tot he extension northward of the west curb line of Legislative Avenue, and not to St. Jones River. Councilmen Helm and Zartman voted No.
EXTENSION OF CITY LIMITS
Council directed the City Solicitor to complete the skeleton bills now in the State Legislature to provide for the annexation of the section northwest of Dover by direct act, and to provide for annexation of other sections adjoining the City by petition of a majority o fproperty owwners in the area to be annexed.
