SPECIAL MEETING
April 25, 1955
A special meeting of City Council was held Monday, April 25, 1955, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Biddle, Davis, Helm, Holpp, Mundy, Petty, Tischer and Zartman.
DOVER LIBRARY MEETING
A letter from the Dover Library Commission announced that a meeting would be held Wednesday, May 18, 1955 at 8 P.M. in the music room of the Dover High School to discuss the needs of the library and requested Council to appoint a representative to be present. Mayor Haman appointed Mr. Petty to represent Council, with Mr. Holpp as alternate.
LETTERS TO LEGISLATURE
Mayor Haman read to Council a letter addressed to each member of the State house of Representatives expressing Council’s opposition to HB 407, amending the election laws of the City of Dover. Council also directed that a letter be addressed to each member of the State Senate expressing opposition to SB 400, providing for a Municipal Court in the City of Dover.
FIRE RECORDER REPORT
Council accepted as read the report of the Fire Recorder of the Robbins Hose Company for the month of March, 1955.
RESOLUTION - PARKING METERS
BE IT RESOLVED, that the proper officers of the City of Dover, State of Delaware are hereby authorized and directed to enter into a contract with the DUNCAN PARKING METER CORPORATION, through their Distributor, the KOONTZ EQUIPMENT CORPORATION, for the leasing and installation of Eighty (800 more or less, standard Miller multiple-Coin Parking Meters. Rental payments on said meters to be provided for solely from the receipts, funds and revenues obtained by the City from the operation of said Parking Meters, without in any manner obligating the City to pay for same from any other source.

ZONING COMMITTEE
Council authorized the appointment of a committee of three councilmen to study and recommend to Council the areas of the City of Dover which should be zoned as industrial, commercial, and residential sections. The object of the committee is to prepare an up-to-date zoning ordinance for the City.
DELINQUENT ACCOUNTS
City Clerk Neylan reported to Council on the status of delinquent accounts due the City. The City Solicitor was directed to prepare a letter to be addressed to delinquent ambulance accounts.
STREET CLEANING SIGNS
Council directed that, for the present, only available signs be erected for the enforcement of the street sweeping ordinance.
RADAR
Council authorized the purchase of radar equipment for the enforcement of speed regulations within the City of Dover. Bids are to be received and the equipment invoiced after July 1, 1955.
POWER PLANT SUPERSTRUCTURE
Bids were received for the erection of superstructure at the Dover Power Plant, as follows:
J.A. Bader, $36,900, start in 10 days, 90 days to complete.
Clute Brothers, $33,630, start in 10 days, 150 days to complete
John E. Healy & Sons, $38,446, start in 50 days, 50 days to complete
Somers Construction Co., Bala Cynwyd, Pa., $38,539, start in 30 days, 120 days to complete.
Council awarded the contract to the low bidder, Clute Brothers.
WELLS
City Manager Ward reported that investigation revealed that damage at the Power Plant well was less than had been anticipated and may soon be returned to service. He also reported that drilling of the new well in the ball park site was nearly completed.
COMMITTEE ON WATER AND SEWER
Council authorized the appointment of a committee to study and recommend charges to be made for sewer and water taps. Mayor Haman appointed to the committee Councilmen Davis, Mundy, petty and Mr. Baker.
DP&L LETTER
Council approved a letter to be sent to Delaware Power & Light Company rejecting their proposal of February 25, 1955 for furnishing purchased power and containing suggested proposals of the City of Dover.
BAKER REPORT
Council directed that Thomas Baker submit a monthly report at its regular meetings concerning his activities as Health Inspector, City Assessor and City Building Inspector summarizing his work and the time spent on each activity.
