SPECIAL MEETING
April 18, 1955
A special meeting of City Council was held Monday, April 18, 1955, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Biddle, Davis, Helm, Holpp, Mundy, Petty, Tischer and Zartman.
REPORTS
Report of the Chief of Police for March 1955 was accepted as read.
Report of the City Manager for March 1955 was accepted as read.
POWER PLANT
Messrs Derby and Blum, representatives of A.C. Wood Associates, appeared before Council to present their estimate of the cost of completing the installation of the 000 KW turbine at the Dover Power Plant, and the cost to complete other needed renovations. Their estimate of the complete cost including the turbo-generator, its installation, electrical accessories, pumps, cooling tower, circulating water system, water basin and the installation of ash handling equipment in the Union boiler, totals $686,812. The City has paid or tentatively provided for $249,292 and the recent bond issue referendum authorizes the sum of $350,000 for power plant. A difference of $87,520 has yet to be provided. Council tabled the discussion pending further study and reports.
FIREMEN’S MONUMENT
Ralph Boyer reported to City Council that the Firemen’s Association plans to alter the Firemen’s monument on The Plaza by increasing the height about three feet but retaining the same general design.
PARKING AUTHORITY
The committee of Council appointed to confer with the Parking Authority recommended to Council that the parking lot and lands east of City Hall to St.. Jones River be leased to the Parking Authority for the duration of the life of the Authority or at their option should said option be lesser duration, with the agreement that an area extending 150 feet, more or less, directly east of City Hall be included in this area for a minimum period of five years. Should it develop that the City of Dover require the lands of this area described in the 150 feet dimension for future buildings or other usage, at the expiration of said five year period, then and in that event the City of Dover agrees to reimburse the Parking Authority for such costs as the Authority may have incurred in preparing this area for parking purposes. Council, by a vote of 5 to 3, approved the recommendation of the committee, with the addition that the City of Dover reserve easements for such utility rights-of-way as may be necessary. Councilmen Helm, Petty and Zartman voted No.
KING’S HIGHWAY PARKING
The problem of controlling parking on King’s Highway from the power plant north, was referred to the Chief of Police.
D P & L CONTRACT
City Manager Ward discussed the recent proposal of Delaware Power & Light Company for furnishing power to Dover for resale.
INTERCEPTOR SEWER
Council discussed the problem of obtaining right-of-way for the interceptor sewer to be installed from Pine Street along St. Jones River to the disposal plant. Council directed the City Solicitor to prepare the necessary resolution for condemnation of right-of-way where such action is required.
RODNEY VILLAGE - WATER AND SEWER
Council received from Dover Builders Inc. a request to extend Dover water and sewer facilities to their development known as Rodney Village. Council approved the request providing installation is made at the expense of the developers and in accordance with City specifications, including approval and inspection of installations within the development, and further provided that the 10" sewer line at Wyoming and Governors Avenue in adequate to carry the load.
