REGULAR MEETING
April 11, 1955
The regular meeting of City Council was held Monday, April 11, 1955, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Biddle, Davis, Helm, Holpp, Mundy, Petty, Tischer and Zartman.
MINUTES
Minutes of the last regular meeting were accepted as read.
REPORTS
Report of the City Alderman was accepted as read. A check in the amount of $1436.45 was remitted to the City.
Report of budget expenditures and ambulance operation was accepted as read.
POWER PLANT
Representatives of A.C. Wood Associates appeared before Council and outlined the proposed time schedule for completion of the installation of the 5000 KW turbine and accessories. Walter W. Blum, an Associate, stated that by October 15, 1955 the turbine should be ready to produce saleable energy. Bids have already been received for cooling tower units and erection and for two boiler feed pumps. Council discussed at length details of power plant construction. A.C. Wood representatives were requested, and agreed to furnish by Monday, April 18, 1955, their estimate of the complete cost of installing the 5000 KW turbine and cooling tower. Low bidder on the cooling tower, containing two cooling units, is the Fluor Corporation, on their bid of $33,400. A quotation was received from them for a third cooling unit at a price of $16,000 additional. TAX APPEALS
Atlantic Refining Company requested reduction in assessment on their property on West Street from $2500 to $1500. The request was tabled until April 18, pending receipt of a letter form that Company.
TAX RATE
Council set the tax rate for the year 1955 at $1.25 per $100 lf assessed valuation.
REFERENDUM
A referendum election was held Monday, March 28, 1955 from 2 P.M. to 7 P.M. E.S.T. for issue of Bonds in the amount of One Million One Hundred Fifty Thousand ($1,150,000.00) Dollars for the construction, enlargement, and improvement of the sewer plants thereof. Tally sheets were certified correct by Clarence R. Dempsey, Judge, and William C. Boyer Jr. and Pauline R. Postles, Clerk. Results of the referendum election were reported to the Mayor and Council as follows: For the Bond Issue, 33,243; Against the Bond Issue, 6,163.
DAYLIGHT SAVING
Council directed that City offices be opened one hour earlier and closed one hour earlier from the last Sunday in April until the last Sunday in September.
CONSULTING ENGINEERS * SURVEY
City Manager Ward outlined to Council the need for engineering service and recorded information showing contours, elevations and related information on the streets and utilities within the City of Dover. Mr. Richardson of the firm of Meyers-Richardson Associates explained to Council the function of his organization in providing engineering information and advice on a contract basis. He estimated that an initial survey of the City of Dover would cost $4000. Council authorized the retention of the firm of Meyers-Richardson to complete a preliminary survey and map of the City of Dover.
TRADER FUNERAL HOME
Roland P. Trader petitioned Council for a permit to erect a residence and funeral home on Lotus Street, east of State Street, a residential section. The request was duly advertised, for hearing to be held this date. Council authorized granting a permit for erection of the residence and funeral home.
ZURKOW OFFICES
Dr. Robert J. Zurkow petitioned Council for a permit to erect a residence, to include two offices, on the southwest corner of Division and American Avenue (Pryor Street), a residential section. The request was duly advertised for hearing to be held this date. Council authorized granting a permit for erection of the residence and offices.
PARKING AUTHORITY
Council authorized the Mayor to appoint a committee to confer with members of the Parking Authority and report their recommendations back to City Council. Councilmen Tischer, Holpp and Davis were appointed to the committee.

Mayor Haman announced that a meeting of Council would be held Monday, April 18, 1955 at 7:30 P.M.
