REGULAR MEETING

November 8, 1954

The regular meeting of City Council was held Monday, November 8, 1954, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Biddle, Davis, Helm, Holpp, Mundy, Petty, Smith and Tischer.

MINUTES

Minutes of the last regular meeting were accepted as read.

REPORTS

Report of the City Alderman Dempsey was accepted as read. A check in the amount of $1001.75 was remitted to the City. Report of Acting City Alderman Shockley was accepted as read. A check in amount of $101.85 was remitted to the City.

Report of budget expenditures, cash receipts and ambulance were accepted to the City.

Report of the Fire Recorder for October was accepted as read.

FIRE COMPANY NOMINATIONS

Robbins Hose Company reported the following nominations for election by Council to the offices of Chief Engineer:

                        First Assistant                         Paul Kertiles

                        Second Assistant                    Jester Shubrooks

RECESS

Because of the lack of heat at City Hall, Council recessed to 7:50 P.M. and reconvened at the Fire House at 8:00 P.M.

BUSINESS - 40 PINE STREET

Council considered the request of Mrs. Betty Garrison to open a beauty shop at 40 Pine Street. The request had been duly advertised. No objections were presented to Council. Council granted the request of Mrs. Betty Garrison to open a beauty parlor at 40 Pine Street.

SINCLAIR GASOLINE STATION

Sinclair Refining Company requested permission to install gasoline tanks and erect a service station at Loockerman and Queen Streets on a site to be purchased form the George Burton Estate, and presented a petition signed by four property owners in the vicinity. Council granted the request of the Sinclair Refining Company, subject to the installation and erection of the Service Station conforming to the Fire Prevention Code, the Building Code and approval of the plans by the Building Commission and City Council.

CHIEF OF POLICE REPORT

Council accepted as read the report of the Chief of Police for October.

Council tabled for further consideration the recommendation of the Chief of Police that traffic lights be installed at North and State Streets and at North Street and Governors Avenue.

DIVISION STREET

Council discussed the need for widening Division Street east of State Street and the possibility of obtaining Federal Funds for the project. City Manager Ward will investigate.

ARMORY

Lt. Col. Josh West, Delaware National Guard, request Council to grant permission to erect temporary quarters in the form of Quonset huts for the Dover units of the Guard on City-owned land, in the event such action is found necessary and is approved by the State Adjutant General. Council granted permission for erection of temporary quarters, either near the site of Silver Lake dam, or on the former baseball park, as could be agreed by Col. West and the City Manager.

REPORT OF CITY MANAGER

Report of the City Manager was accepted as read.

City Manager Ward reported in the extension of water mains to Capitol Park and Kent Acres and requests received for extensions beyond that development. Mr. Ward also discussed development at the power plant..

Council discussed the use of funds for electric distribution in the improvement program and defined the distribution system as everything from the turbo-generators outward from the power plant.

Council discussed the condition of the cash balance of the City, the authorized borrowing of $100,000, and the need for additional funds.

WILLIAM HAYES REQUEST

William Hayes appeared before Council to discuss the need for surface drainage at his home on Lakewood Place.

Council adjourned at 11:15 P.M.
