SPECIAL MEETING
October 25, 1954
The special meeting of City Council was held Monday, October 25, 1954, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs. Biddle, Davis, Helm, Holpp, Mundy, Petty, Smith and Tischer.
MINUTES
Minutes of the last regular meeting were accepted as read.
BUSINESS - 40 PINE STREET
Mrs. Betty Garrison requested permission to open a beauty shop at 40 Pine Street and presented a petition signed by a majority of the property owners in the block saying they do not object to the business. Council set Monday, November 8, 1954, as the date they will sit to hear objections to the request and directed that it be advertised in accordance with the City ordinance.
SUBSTATION - PUNCHEON RUN
By unanimous vote, Council authorized the purchase of two 750 KVA transformers, 6900/2400 KVA substation south of Puncheon Run, and the construction of a 6900 volt transmission line from the present Dover Street substation to the new substation site, when rights-of-way and easements are obtained.
TRANSFORMERS AND SWITCHGEAR PURCHASE
By unanimous vote, Council authorized the purchase of three 200 KVA transformers, 22,000/7200 volts for connection to the Lebanon Road 22 KV line to serve the southeastern portion of the City of Dover electrical system, and authorized the City Manager to secure bids for switchboard equipment required at the power plant in connection with the new 5000 KW generator, which will be tied to three existing generators and to 4160 distribution circuits North #1, Central City #1 and Central City #2.
MUIR DRIVEWAY
Council authorized the breaking of the curb and installation of a driveway on North Street in the rear of 300 S, State Street, a property owned by Mrs. James Muir.
SICK LEAVE
Council by unanimous vote, adopted the following policy for granting sick leave to all City employees:
Employees of the City of Dover shall accrue sick leave at the rate of one day for each month or fraction of month of continuous employment. Sick leave may be accrued up to a maximum of 130 days. Sick leave benefits shall be forfeited upon termination of employment. If employment occurs, benefits shall accrue as in the case of a new employee.
On the effective date of this policy, employees of the City of Dover shall be granted a retroactive credit equal to one day of accrued sick leave for each month or fraction of month of continuous employment or authorized absence, except that the accumulated credits shall not exceed the maximum of 130 days.
Absence from work by reason of sickness shall be charged against sick leave at the rate of one day of sick leave for one day of working day absence. For the purpose of computing charges against sick leave, the working day shall be considered as one day each, Monday thru Friday, and one-half day Saturday. Holidays granted by the City of Dover shall not be considered working days. Absence for sickness exceeding one hour, but not exceeding four hours, shall be charged as one-half day sick leave. Absence for sickness exceeding four hours, but not exceeding eight hours, shall be charged as one day sick leave.
EVIDENCE OF SICKNESS: A request for sick leave in excess of two days must be supported by a statement from a reputable physician certifying that the employee was under medical treatment and was unable to perform his regular duties. During periods of long illness a Doctor’s certificate shall be required at least monthly, and may be required more frequently at the option of the City of Dover. The City of Dover may name a physician to make a physical examination and furnish a certificate during periods of protracted illness.
PAYMENT: During periods of authorized sick leave, employees shall be paid at their base rate of pay for their base work week. No payment shall be made for unauthorized leave, nor shall sick leave be authorized in excess of days of accrued sick leave credits.
EFFECTIVE DATE: The effective date of this policy shall be January 1, 1955.
NEW STREET AND WEST STREET RIGHTS-OF-WAY
Council discussed the desirability of extending 60 foot rights-of-way for New Street from South Street to Wyoming Avenue and of West Street from Dover Street to Wyoming Avenue. The City Manager was directed to send registered letters to property owners outlining Council’s desire and asking them to meet with Council to discuss the matter.
CITIES SERVICE BUILDING PERMIT
Council considered the request of the Cities Service Oil Co. to erect a service station and four stiry office building in conformance with a sketch submitted by that Company, on the site of the former Hotel Richardson. Mayor Haman expressed his disapproval of the project. By a vote of 6 to 2, Council authorized the Cities Service Oil Co. to erect a service station and four story office building, conforming to the sketch exhibited, with the privilege of adding two additional floors of offices, providing plans and specifications which they must submit meet the approval of the Building Commission, and conform to the Fire Prevention Code of the City of Dover. Councilmen Helm and Holpp voted No.
ORDINANCE
By unanimous vote, Council passed the following ordinance:
AN ORDINANCE AMENDING THE TIME FOR THE PARKING OF VEHICLES ON CERTAIN PORTIONS OF NEW STREET IN THE CITY OF DOVER.
Be It Ordained By The Council Of The City OF Dover In Council Met:
Section 1. The following limitation of the parking of vehicles shall be effective from 8:00 A.M. to 6:00P.M. on Fridays, provided Thursdays, and Saturdays, and from 8:00 A.M. to 9:00 P.M. Fridays, provided that the said limitation of parking shall not be effective on New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day:
No person shall park any vehicle on either side of New Street between Loockerman Street and North Street for a period of time no longer than two hours.
Section 2. Any person convicted of a violation of this Ordinance shall be fined not less than One ($1.00) Dollar nor more than Ten ($10.00) Dollars, or upon failure to pay such fine as shall be imposed shall be imprisoned for not more than ten (10) days.

ORDINANCE
By unanimous vote, Mr. Helm not voting, Council passed the following ordinance:
AN ORDINANCE TO AMEND AN ORDINANCE RELATING TO PARKING METERS BY EXTENDING THE PARKING METER ZONES.
Be It Ordained By The Council Of The City Of Dover In Council Met:
Section 1. Section 2 of an Ordinance passed November 10, 1947, entitled “An Ordinance For and Regulating The Parking On Certain Streets; Authorizing The Use Of Parking Meters Therefore; and Providing Penalties For The Violation Thereof”, is hereby amended to read as follows:
Section 2(a). After the installation of said parking meters it shall be unlawful for the owner or operator of any vehicle to park such vehicle between the hours of 8:00 A.M. and 6:00 P.M. on Mondays, Tuesdays, Wednesdays, Thursdays, and Saturdays, and between the hours of 8:00 A.M. and 9:00 P.M. on Fridays for more than two hours at any one time upon the following portions of the streets of the City of Dover, which are hereby designated as parking meter zones:
Both sides of Loockerman Street from Queen Street to the easterly end of the traffic island immediately east of State Street;
East side of State Street from the Green to Loockerman Street;
Both sides of State Street from Loockerman Street to Reed Street;
Both sides of Bradford Street from Loockerman Street to Minor Street;
Both sides of Governors Avenue from Reed Street to Bank Lane;
Both sides of King Street from Loockerman Street to the northerly line of Jack’s Dry Cleaning Shop.
(b). Until meters are actually installed in the parking zones hereinfore described, the parking of cars in said zones, or that part of the zone in which parking meters are not installed, shall be limited to such parking time as has been fixed by other ordinances of the City of Dover.
(c). The foregoing limitation of parking shall not be effective on New Year’s Day, Memorial Day, independence Day, Labor Day, Thanksgiving Day, and Christmas Day.

ORDINANCE
By unanimous vote, Council passed the following ordinance:
AN ORDINANCE PROVIDING THE ORGANIZATION OF THE DOVER PARKING AUTHORITY.
Section 1. The Dover Parking Authority shall be organized under the provisions of 22 Delaware Code, Chapter 5, for the purpose and with the powers set forth therein.
Section 2. Notice of this Ordinance shall be published in the Delaware State News together with a statement that articles of incorporation of The Dover Parking Authority will be filed with the Secretary of State on Monday, November 1, 1954.
Section 3. The Clerk of Council is hereby authorized and directed to prepare the articles f incorporation of The Dover Parking Authority, to have the same property executed by the Mayor and affix the municipal seal thereto, and on or before Monday, November 1, 1954, to file said articles of incorporation with the Secretary of State together with proof of publication of the notice of this ordinance.
