REGULAR MEETING
October 11, 1954
The regular meeting of City Council was held Monday, October 11, 1954, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Helm, Holpp, Mundy, Petty, Smith and Tischer.
MINUTES
Minutes of the last regular meeting and special meeting of September 27, 1954 were accepted as read, with the exception of the appointment of a Parking Authority, which was corrected as follows:
PARKING AUTHORITY
Mayor Haman appointed the following citizens members of the Dover Parking Authority: Karl Dorzback Sr., William Manter, Walter Massey, Emanuel Barros, and Lester W. Novinger.
REPORTS
Report of the City Manager was accepted as read.
Report of the Chief of Police was accepted as read.
Report of the City Alderman for September, 1954 was accepted as read. A check in the amount of $433.90 was remitted to the City. Report of Acting Alderman Shockley was accepted as read. A check in the amount of 621.15 was remitted to the City.
Report of the Fire Recorder, Robbins Hose Co. for September was accepted as read.
Budget report for September was accepted as read.
Report of the ambulance operation from July thru September, 1954 was accepted as read.
BUSINESS IN RESIDENTIAL SECTION
A request from Mrs. Betty Garrison to open a beauty shop at 40 Pine Street was rejected by City Council. Council discussed a policy of requiring applicants for opening a business in residential sections to submit a petition favoring the business signed by a majority of property owners in the block concerned.
ORDINANCE
By unanimous vote, Council adopted the following ordinance:
AN ORDINANCE PROHIBITING THE PARKING OF VEHICLES ON CERTAIN PORTIONS OF LOOCKERMAN STREET PLAZA IN THE CITY OF DOVER.
Be It Ordained By The Council Of The City Of Dover In Council Met:
Section 1. From and after the passage and approval of this Ordinance it shall be unlawful for any person to park any vehicle upon that portion of Loockerman Street Plaza immediately north of and adjacent to the grass plot or traffic island lying opposite the City Hall.
Section 2. Any person violating the provisions of the Ordinance shall upon the conviction thereof be fined not less than One ($1.00) Dollar nor more than Ten ($10.00) Dollars or upon failure to pay such fine as shall be imposed shall be imprisoned not more than ten (10) days.

ORDINANCE
By unanimous vote, Council adopted the following ordinance:
AN ORDINANCE AMENDING AN ORDINANCE REGULATING THE DIRECTION OF TRAFFIC UPON CERTAIN STREETS AND AT CERTAIN INTERSECTIONS IN THE CITY OF DOVER.
Be It Ordained By The Council Of The City Of Dover In Council Met:
Section 1. Section 1 of an Ordinance passed August 9, 1954, entitled “An Ordinance Regulating The Direction Of Traffic Upon Certain Streets And At Certain Intersections In The City Of Dover”, is hereby amended to read as follows:
Section 1. (a) It shall be unlawful for the operator of any vehicle to make the following left turns at the intersection indicated between 9:00 A.M. and 6:00 P.M. on Mondays, Tuesdays, Wednesdays, Thursdays, and Saturdays, and between 9:00 A.M. and 10:00 P.M. Fridays:
Traffic proceeding in either direction upon State Street shall not turn left into Loockerman Street;
Traffic proceeding in either direction upon Governors Avenue shall not turn left into Loockerman Street;
Traffic proceeding in either direction upon Loockerman Street shall not turn left into Governors Avenue;
Traffic proceeding south upon Bradford Street shall not turn left into Loockerman Street;
Traffic proceeding east upon Loockerman Street shall not turn left into Bradford Street.

(b) The foregoing prohibitions of left turns at the intersections named shall not be effective on New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas.

LIBRARY SITE
James Jackson, President of the Library Commission, appeared before City Council to outline the position of the Library Commission concerning the site offered by the City for a library at Pennsylvania Avenue and Division Street and stated that generally it agreed with the article appearing in the Delaware State News. He will provide the City with a letter to that effect.
EASTOVER HILLS
Messrs Scotton, King and Williams appeared before City Council to discuss the possibility of Eastover Hills coming within the City Limits. Council authorized the Mayor to appoint a committee to represent Council on the matter. Mayor Haman appointed Councilmen Tischer, Davis, Petty, City Manager Ward and City Clerk Neylan.
CITY HOUSING
City Manager Ward discussed the problem of moving tenants from City-owned housing on King’s Highway so that buildings could be taken to move tenants and collect delinquent rents.
CITY MANAGER REPORTS
City Manager Ward reported on the condition of the new boiler at the power plant, the installation of the foundation for the new turbine, and the installation of the foundation for the new turbine, and the extension of water lines. Council agreed to an informal meeting Monday, October 18, 1954 to discuss electric distribution.
