SPECIAL MEETING
March 15, 1954
A special meeting of City Council was held Monday, March 15, 1954, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Helm, Holpp, Mundy, Petty, Smith and Tischer.
CITY MANAGER REPORTS
City Manger Ward reported that Delaware Power & Light had agreed to stand by until April 30 to supply the entire electrical needs of Dover in the event the draining of Silver Lake forced the closing of our plant. He further reported that the valve at the dam had been open since March 12 but that more water had flowed into the lake as the result of rainfall than had been drained thru the valve. Without rain, the lake fell one inch in two hours of drainage thru the valve. The lake covers approximately 168 acres and the length of time required for drainage depends on rainfall.
Max Terry, Attorney, reported to Mr. Ward that bids will be opened March 19, 1954 for demolition of the Hotel Richardson.
Mr. Ward reported that he and Mr. Neylan had visited the Federal Power Commission on March 10 tp discuss the Delaware Power & Light and Air Base Contracts, and request advice on preparation of a rate to the Air Base. A proposal was submitted for the approval of the Air Force on March 12. No reply has as yet been received.
KING STREET ONE WAY
Hayes Wilson Jr. appeared before Council to express his objection to making King Street one way from Loockerman Street to Division Street. Mayor Haman explained that the change was being studied but was not finally decided.
TREE COMMITTEE
Friends of Old Dover appointed as their representatives on the tree committee Mr. Harry Jackson and Mrs. Mary Wilson.
TAX APPEALS
Mayor Haman appointed Councilmen Helm, Petty and Tishcer as a committee to hear appeals to tax assessments on Monday, April 12, 1954 at City Hall from 1 P.M. to 4 P.M.
ORDINANCES
By unanimous vote, Council passed the following ordinance:
AN ORDINANCE PROHIBITING THE PARKING OF VEHICLES ON EAST LOOCKERMAN STREET NEAR LEGISLATIVE AVENUE.
Be It Ordained By The Council Of The City Of Dover In Council Met;
Section 1. From and after the passage and approval of this ordinance it shall be unlawful for any person to park any vehicle on the southerly side of East Loockerman Street in the City of Dover within a distance of one hundred (100') feet from the intersection of the said south side of East Loockerman Street with the west side of Legislative Avenue.
Section 2. Any person convicted of a violation of this ordinance shall be fined not less than One ($1.00) Dollar nor more than Twenty-five ($25.00) Dollars or upon failure to pay such fine as may be imposed shall be imprisoned not more than five (5) days.

By unanimous vote Council passed the following ordinance:
AN ORDINANCE TO FACILITATE THE CLEANING OF STREETS IN THE CITY OF DOVER BY PROHIBITING THE PARKING OF VEHICLES AT CERTAIN HOURS ON CERTAIN PORTIONS THEREOF.
Be It Ordained By The Council Of The City Of Dover In Council Met:
Section 1. From and after the passage and approval of this ordinance it shall be unlawful for any person to park any vehicle on the following portions of the streets of the City of Dover during the hours specified:
On the side of any street except Loockerman Street and The Green where the house or building numbers are odd, from 12:00 midnight Tuesday until 6:00 A.M. Saturday;
on the side of any street except Loockerman Street and The Green where the house or building numbers are even, from 12:00 midnight Friday until 6:00 A.M. Saturday;
on both sides of Loockerman Street from 12:00 midnight Tuesday until 6:00 A.M. Wednesday; on the inside curb line of the Green from 12:00 midnight Friday until 6:00 A.M. Saturday.
Section 2. Any person convicted of a violation of this ordinance shall be fined not less than One ($1.00) Dollar nor more than Twenty-five ($25.00) Dollars or upon failure to pay such fine as may be imposed shall be imprisoned not more than five (5) days.

AIR BASE PROPOSAL
Mr. Ward explained to City Council the conditions of the proposal submitted to the Dover Air Force Base for supplying them with electric current.
BUSINESS LICENSES
The committee on Business Licenses submitted to City Council a list of proposed charges for business licenses within the City. The proposals embodied flat rates for various types of enterprises. Council discussed the relative merits of flat rate charges and those based on a percentage of business done or the number of employees. The committee was thanked for its efforts and the matter held over fro further considerations.
WAGE INCREASES * CITY MANAGER AND CITY CLERK
Council authorized an increase in the salary of the City Manager of $1000 per year and in the salary of the City Clerk of $500 per year.
