REGULAR MEETING

March 8, 1954

The regular meeting of City Council was held Monday, March 8, 1954, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Helm, Holpp, Petty, Smith Tischer and Mundy.

MINUTES

Minutes of the last regular meeting were accepted as read.

REPORTS

Report of the City Manager was accepted as read.

Report of the Chief of Police was accepted as read.

Report of Magistrate Shockley was accepted as read. A check in the amount of $275.45 was remitted to the City.

Report of the Fire Recorder was accepted as read.

ACTING ALDERMAN

Magistrate George K. Shockley by unanimous vote was elected acting Alderman to serve at such times as Alderman Dempsey is unable to serve.

ORDINANCES

City Solicitor was directed to prepare the following ordinances:

An ordinance forbidding parking on East Loockerman Street near the Sate Game & Fish building.

An ordinance controlling the operation of bicycles within the limits of the City.

The Chief of Police was authorized to order 500 license plates and registration cards.

An ordinance to amend the petit larceny ordinance by increasing the limit to $100.00.

An ordinance adopting a fire prevention code.

An ordinance prohibiting parking on the streets of the City during certain hours of the night to permit sweeping of City Streets.

TRAFFIC RECOMMENDATION

The Chief of Police recommended the adoption of certain ordinances among which was an ordinance prohibiting left hand turns on Loockerman Street and an ordinance designating King Street as a one way street north. These recommendation were tabled for consideration at a later meeting.

TRAILER ORDINANCES

Council authorized the employment by the City Solicitor Hughes of expert legal assistance in the preparation of a trailer ordinance which would be legally enforceable and which would prohibit all trailers from being permanently established in the City.

NEW LAUNDRY

Council discussed the opening of a new laundry on South Governors Avenue between Reed & Loockerman Streets by Harry Louie.

Building restriction and fire prevention requirements in the ordinances of the City of Dover were discussed in detail. Council directed that all known builders within the area be notified that he City would require strict compliance with the building code requirements.

BUSINESS IN RESIDENTIAL AREA

The Holland Furnace Company requested permission to open a business at 219 North Governors Avenue, a residential section. Council directed that the request be duly advertised and that a hearing be held at its next regular meeting.

BUILDING COMMISSION

City Manager Ward, Councilman Petty and Davis and Fire Marshall Hayes were appointed members of the building commission.

TREE COMMISSION

Appointed as the tree commission were Councilman Tischer, Holpp, Biddle, State Forester and two members of the Friend of Old Dover. City Clerk was directed to write to Friends of Old Dover requesting the names of two members who would serve on the commission.

CITY MANAGER REPORT

The City Manager reported on plans for painting and repairing the water tank at Division and Kirkwood Streets. The water tower of International Latex Corporation will be available for fire protection during the period our tank is drained.

Mr. Ward reported on the progress of plans for draining Silver Lake. He is awaiting a reply to his request for assistance from Delaware Power & Light Company.

The City Manager reported that following a review of specifications he had authorized an increase in size of the new condenser to 5000 square feet at an increased cost pf $2625.00. Studies indicate the increased cost will be recaptured by fuel savings within three years.

Mr. Ward reported that Edward Nelson was the low bidder on Electrical installations at the power plant. He had on hand prepared a contract requiring the signature of the Mayor, City Solicitor and himself.

Dover has received from Delaware Power & Light Company proposals for a single circuit contract to serve the Dover Air Force Base and a combined contract to serve all purchased power requirements of the City. Mr. Ward will seek advice on items in the proposals which are unsatisfactory. A letter has been received from the U.S. Air Force in Washington requesting that the new line be energized by March 15.
