REGULAR MEETING
December 14, 1953
The regular meeting of City Council was held Monday, December 14, 1953, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Helm, Holpp, Mundy, Petty, Smith and Tischer.
MINUTES
Minutes of the last regular meeting were accepted as read.
REPORTS
Report of the City Manager was accepted as read.
Report of the Chief of Police was accepted as read.
Report of the City Alderman was accepted as read. A check in the amount of $928.75 was remitted to the City.
AMBULANCE
Council listened to proposals for operation of the City ambulance. Mr. Stewart, Hartly Road, offered to garage the ambulance, offer twenty-four hour service and collect ambulance fees. He asked a guarantee from the City of $35.00 per week plus 25% of all collections over expenses. Fred Carey Sr. offered to provide 24 hour ambulance service on terms mutually agreeable to the City and himself. Mr. Irving Garton, representing a group of civic organizations, stated that the group would provide a new ambulance if the City would agree to garage as near the hospital as possible, preferably in the garage built there with funds raised by civic groups for that purpose. Council will consider all proposals.
WM. HENRY SCHOOL LIGHTS
Mr. Ward reported that Wm. Henry School had asked the City to install street lights on school property. Mr. Ward will have lights installed on Carver Road, which is within City limits.
WALKER ROAD STORM SEWER
Council discussed the project of installing a storm sewer on Walker Road by the State Highway Department with materials purchased by the City. It was agreed that the project should proceed as authorized in 1951, if the present cost of materials does not prove excessive.
DRIVEWAY
Council approved the request of the Dover Gas Light Company to depress the curb at 126 S. New Street, south side, to make driveway.
RESTMERE DEVELOPMENT
Council approved a request to make available water, sewer and electric utilities of the City of Dover to the Restmere Development at U.S. Route 13 and the Whiteoak Road.
PIKUS PROPERTY
Council condemned the property on Railroad Avenue, between Reed Street and Division Street owned by the Reuben Pikus Estate as unsafe and as a fire and health hazard. City Solicitor Hughes was directed to notify the owners to tear down ans remove the building within 60 days.
HOTEL RICHARDSON
Council directed that the Hotel Richardson be inspected by the Fire Marshall, Building Commission, Building Inspector and Health Inspector and a report of its condition be made to Council at its next meeting.
FIRE COMPANY OFFICERS
Council elected unanimously the following officers of Robbins Hose Company No. 1:
William A. Hayes, Chief Engineer
George Hill Jr. - First Assistant
Paul Kertiles - Second Assistant
ASSESSOR AND BUILDING INSPECTOR
Council appointed Thomas E. Baker as City Assessor and City Building Inspector for the coming year.
PARKING AUTHORITY
Council authorized the appointment of a committee to study the establishment of a Parking Authority in the City of Dover. Mayor Haman appointed the committee Councilmen Tischer, Petty and Smith.
