SPECIAL MEETING
October 26, 1953
The special meeting of City Council was held Monday, October 26, 1953, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Helm, Holpp, Mundy, Petty, Smith and Tischer.
SILVER LAKE
A delegation of citizens living on Silver Lake requested City Council to drain the lake for the purpose of improving fishing conditions by removing carp, and for the purpose of clearing the surface of the water of plant growth. Mr. Jay Harmic of the State Game & Fish Commission explained how his agency would supervise draining the lake and removing the fish. The City Manager was directed to study the request, to determine the effect of draining the lake on the operation of the City power plant and to report to Council at its next regular meeting.
AUDIT
William R. Manter explained to City Council the report submitted by him on the recent audit of City accounts. Council accepted the report.
A suggestion that a committee be appointed to review and modify the accounting system of the City was tabled.
PAINT CITY HOUSING
City Manager Ward reported that he had obtained a bid of $655 to scrape and paint with one coat City-owned housing on King’s Highway. Council approved the proposal, with the recommendation that the City Manager determine the content of the paint to be applied before approving the suggestion of the contractor that linseed oil be used as a thinner.
LATEX REQUESTS
City Manager Ward reported that he had received from International Latex Corporation a request that eh City sell or lease to that Corporation a plot of land on Pear Street recently deeded to the City by latex in exchange for a quit claim deed to a portion of Clara Street right-of-way.
Mr. Ward reported that Latex had also requested a rate for supplying to them a base load of electricity beginning at 500 KW with a possible increase to 1200 KW.
Decisions on both requests were deferred.
FEDERAL AID HIGHWAYS
Council approved placing the following streets within the City of Dover under the Federal Aid, Urban System: Loockerman Street, State Street, and Governors Avenue. They further approved requesting the State Highway Department to place all of Division Street under the same System.
By unanimous vote, Council adopted the following resolution:
A RESOLUTION VACATING A CERTAIN TEN FOOT ALLEY RUNNING FROM BRADFORD STREET IN AN EASTERLY DIRECTION BETWEEN LANDS OF THE BAPTIST CHURCH OF DOVER AND LANDS OF ELIZABETH CLARK TO A SEVENTEEN FOOT ALLEY.
WHEREAS the Council of The City of Dover on the 12th day of October, 1953, adopted a Resolution favorable to the vacating of the alley hereinafter described; and
WHEREAS after proper notice given in accordance with the Charter of The City of Dover the Council heard the residents of the City and owners pf property affected who appeared before it at the City Hall on Monday, October 26, 1953, at 7:30 P.M., time set in the aforesaid Resolution; Now Therefore
Be It Resolved By The Council Of The City Of Dover In Council Met:
Section 1. That that part of the Alley hereinafter described be and the same is hereby vacated and abandoned.
A certain ten foot alley running from Bradford Street in an easterly direction between lands of The Baptist Church of Dover and lands of Elizabeth Clark to a seventeen foot alley on the City of Dover, and more particularly described as follows, to wit:
Beginning at a point in the easterly line of Bradford Street at a corner for lands of The Baptist Church, said point being located at 73 feet in a northerly direction along the said easterly line of Bradford Street from the intersection thereof with the northerly line of Division Street; thence running with lands of The Baptist Church of Dover in an easterly direction parallel with the northerly line of Division Street by a course marked on the plot hereinafter mentioned as North 78 degrees 45 East a distance of 125 feet to a point in the westerly line of a seventeen foot alley marked on said plot as East Alley, another corner for lands of said The Baptist Church of Dover; thence with the westerly line of the aforesaid East Alley in a northerly direction a distance of 10 feet to a point, a corner for lands of Elizabeth Clark; thence with said lands of Elizabeth Clark in a westerly direction parallel with the northerly line of Division Street by a course shown on said plot as South 78 degrees 45 minutes West a distance of 125 feet to a point in the easterly line of Bradford Street, another corner for the said lands of Elizabeth Clark; thence with the easterly line of Bradford Street in a southerly direction a distance of 10 feet to the place of beginning; being of Fisher and Bockman recorded in the Office of the Recorder of Deeds of Kent County, Delaware, in the year 1877 in Deed Record Book W, Volume 5, at Page 461, said alley being marked and designated on said plot as South Alley.
Section 2. No person will be deprived of property in consequence of the veceting of said Alley, and therefore no compensation is awarded.

No persons appeared before Council to oppose vacating the Alley. Council directed that a quit claim deed be given to The Baptist Church for the City’s rights in the ten foot alley.
