REGULAR MEETING
September 14, 1953
The regular meeting of City Council was held Monday, September 14, 1953, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Davis, Helm, Mundy, Petty, Smith and Tischer.
MINUTES
Minutes of the last regular and special meetings were accepted as read.
REPORTS
Report of the City Manager was accepted as read.
Report of the Chief of Police was accepted as read.
Report of Acting Alderman Dempsey was accepted as read. A check in the amount of $1822.85 was remitted to the City.
Report of budget expenditures was accepted as read.
WASHINGTON STREET
Mr. Nelson Littell requested that Washington Street be hard surfaced, at least tot eh alley east of State Street. He stated he is willing to install curb and gutter. Council decided that paving all of Washington Street should be considered of a majority of property owners petitioned for such paving and agreed to install curb.
OILING ALLEYS
A request to lay dust in alleys by spreading oil was tabled.
REFRIGERATOR ORDINANCE
The City Solicitor was directed to prepare an ordinance directing the removal of latches and hinges from abandoned and unused refrigerators.
CITY ALDERMAN ELECTION
By unanimous vote, Clarence R. Dempsey was elected City Alderman to fill the unexpired term of John Conrad, deceased.
PSC HEARING
City Solicitor Hughes informed City Council of a hearing to be held before the Public Service Commission on the City’s petition not to issue to Delaware Power & Light Company a certificate of convenience and necessity for that corporation to serve the Dover Air Force Base with electric current. The hearing will be held Thursday, September 17, 1953 at 10 A.M. in Dover.
REPAIR STREET ROLLER
Council authorized the City Manager to make necessary repairs to a City-owned Huber roller. Cost of repairs is estimated at $1000.
TAXI OPERATORS
Council approved a plan under which the City Manager and Chief of Police will meet with owners of taxicabs and attempt to work out solutions to various problems, including the character of taxi cab drivers, doubling up of passengers, and other items.
NO PARKING ORDINANCES
Council directed the City Solicitor to prepare the following ‘No Parking’ ordinances:
New Street, west side, a distance of 40' north of North Street
New Street, east side, 40' opposite entrance to Bus Station alley
North Street, south side, a distance of 40' east of New Street
Hope Street, north side between Governors Avenue and State Street
Division Street, north side, between King Street and State Street
WEEDS OF VACANT LOTS
Council directed that weeds be cut on all vacant lots, wither by the City mower or with prisoner help, and that the owners of lots be billed for the cost. If collection can not be made the cost will be written off.
ORDINANCE
By unanimous vote, Council passed the following ordinance:
AN ORDINANCE ESTABLISHING THE CURB LINE OF WEST STREET BETWEEN NEW BURTON ROAD AND WYOMING AVENUE IN THE CITY OF DOVER.
Be It Ordained By The Council Of The City Of Dover In Council Met:
Section 1. That Chapter IX, Section 18 of the Ordinances of the City of Dover is hereby amended by adding at the end of said Section the following paragraph:
The curb lines on West Street between New Burton Road and Wyoming Avenue in the City of Dover shall be on the lines of the right-of-way of said street as dedicated, and the full width of thirty (30) feet of said portion of West Street shall be devoted to the passage of vehicular traffic.

FIRE TRUCK
Discussion of the purchase of an additional fire truck, with Federal aid, was tabled.
