SPECIAL MEETING

August 24, 1953

The special meeting of City Council was held Monday, August 24, 1953, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Helm, Holpp, Mundy, Petty, Smith and Tischer.

KIRKWOOD STREET DELEGATION

Chief of Police Turner reported to Council on recent disturbances on Kirkwood Street. He commended the work of patrolman Summers although some residents of Kirkwood Street registered complaints. The delegation of citizens headed by Aaron Paskins complained of the approach and manner of law enforcement in the Kirkwood Street area by certain officers. All who wished to speak were heard. The Mayor advised the delegation that any justified corrections would be made.

WEST STREET RIGHT OF WAY

Plans for installation of water and sewer in southwest Dover were outlined to Council and the problem of right-of-way was discussed. Council directed the City Solicitor to prepare the necessary resolution declaring West Street right-of-way to be thirty feet from curb to curb.

NEW TURBINE

Council discussed the terms under which a 5000 KW turbine would be purchased from Westinghouse. An additional cost of $2355 above the original price was explained. Subject to approval and acceptance by Westinghouse, Council approved terms under which credit received for the disposition of four substations by Westinghouse would be applied to the cost of the turbine, plus three cash payments of $35,000 each at three month intervals. The balance of the turbine purchase price will be paid in from 120 to 180 days after delivery and acceptance of the machine.

Council directed that the $35,000 realized from the sale of the Air Base lands be used for the first cash payment will be made as soon as possible after agreement on terms is reached with Westinghouse.

Council adjourned at 11:30 P.M.
