REGULAR MEETING
August 10, 1953
The regular meeting of City Council was held Monday, August 10, 1953, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Helm, Holpp, Mundy, Petty, Smith and Tischer.
MINUTES
Minutes of the last regular and special meetings were accepted as read.
REPORTS
Report of the City Manager for July was accepted as read.
Report of the Chief of Police for July was accepted as read.
Report of Magistrate Dempsey was accepted as read. A check in the amount of $1287.25 was remitted to the City.
Report of the Robbins Hose Co. Fire Recorder was accepted as read.
BONSALL TRAILER
Frank Bonsall appeared before the hearing committee to object to the provisions of the City ordinance which prohibits the parking of trailers anywhere within the limits of the City, stating his belief that he could at any time park a trailer owned by him on property owned by him when he did not intend to live in the trailer. Council discussed the matter but took no action to amend the ordinance, feeling that its intent was clear and in the best interests of the citizens of Dover.
RAILWAY EXPRESS GASOLINE TANK
The Railway Express Agency requested permission to install a 1000-gallon gasoline tank west of the railroad and north of the southbound passenger shelter. Council approved the installation of a gasoline tank, but specified that the location must be approved by the City Manager and the installation must meet fire requirements.
CATHOLIC CHURCH AND SCHOOL
Council discussed the possible location of a Catholic church, school, convent and rectory on the Wolcott property on S. State Street and was of the opinion that no existing zoning restrictions would prohibit their location at that site.
CITY MANAGER REPORT
The City Manager reported on the state of various improvement project under way in the City. He informed Council that, although the water level in the wells experienced the usual summer drop, their was no cause for restricting the use of water. Construction of the sewage plant addition was proceeding favorably. The foundation for the new power plant boiler should soon be completed.
Bids had been received for the erection of the power plant boiler. As recommended by the Consulting Engineers, Council awarded the contract for the boiler erection to Boiler Service and Repair Company, Philadelphia, Pa. on their bid of $37,500.
RAILROAD WATER TANK
Council discussed the acquisition for possible fire protection of a 50,000 gallon water tank and pumps, use of which has been abandoned bu the Pennsylvania Railroad. The matter was tabled until further information was received on the terms under which they could be acquired.
TRAFFIC SURVEY - THE GREEN
Chief of Police Turner presented to Council a traffic and parking survey of The Green prepared by William Miller of the State Highway Traffic and Planing Division. Following discussion, Council ordered the report filed.
