REGULAR MEETING

July 13, 1953

The regular meeting of City Council was held Monday, July 13, 1953, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Helm, Holpp, Mundy, Petty, Smith and Tischer.

MINUTES

Minutes of the last regular meeting were accepted as read.

REPORTS

Report of the City Manager was accepted as read.

Report of the Chief of Police was accepted as read.

Report of Magistrate Dempsey was accepted as read. A check in the amount of $907.70 was remitted to the City.

Report of the Robbins Hose Fire Company Fire Recorder was accepted as read.

PARKING ON THE GREEN

Mrs. Frame requested a reserved parking space at her home on the Green for her nephew Thomas Frame who os physically disabled. Council granted her request for a period of ninety days since Mr. Frame is now building a home on N. State Street. The Chief of Police will locate and mark the reserved space.

Council authorized the marking of a loading and unloading space in front of the Century Club on The Green.

DORZBACH AWNING

Karl Dorzbach submitted a sketch of the proposed alteration to the front of his building on Loockerman Street. He requested approval for the erection of a concrete and steel awning or canopy which will extend over the sidewalk. Council granted his request with the provision that the Building Committee use this awning as a standard in the event of similar requests. Councilman Smith voted No.

FIRE COMPANY LOAN

Council directed that the City pay to the Farmers Bank the loan made to the Robbins Hose Company for the salvage truck, in the amount of $8985.00. This sum is in addition to the budget appropriation for the coming year.

BUDGET

By unanimous vote, Council adopted the following ordinance:

Be It Ordained by The Council Of The City Of Dover In Council Met:

Section 1. That the amounts herein named, aggregating Nine Hundred Sixty-three thousand, nine hundred fifty-two Dollars and Seventy-five Cents ($963,952.75), or so much thereof as may be necessary, are hereby appropriated from current revenues for the use of the several departments of the municipal government, and for the purposes hereinafter mentioned for the fiscal year beginning July 1, 1953 and ending June 30, 1954, as follows:

General Administration:

Section 2. The City Manager is hereby authorized, without further approval of City Council, to make interdepartmental transfers up to 10% of the amount herein appropriated to any department.

AUDIT

Council directed that the firm of Manter & Company be employed to perform the annual audit of City accounts.

E.C. SCOTT TREES

A letter from E.C. Scott, 341 N. Sate Street requested that the City remove trees from in front of his residence which he claims are decayed, or he will hold the City liable for damage done to his property by the trees. Council directed a written opinion be obtained from a tree expert and that the City remove such trees as the expert says are decayed. The tree committee of the Friends of Old Dover will then be notified of the City’s action.

RAILROAD AVENUE

Ralph Day of Frear Company requested the City to pave the street immediately adjacent to the railroad right-of-way west of the tracks and south of Forest Street. Council referred the request to the City Manager with authorization to take such action as is possible.

KINGSCLIFFE TRAILER CAMP BILL

The Kingcliffe Trailer Camp owes the City of Dover approximately $2400 for electrical installations. They request a period of two years to make settlement. Council directed that they be granted twelve months from date of the bill to make full settlement, as originally agreed upon by them.

POWER TO PORT MAHON

Newcombe and Hand request that three phase electric service be extended to their oyster packing house at Port Mahon. The project will require electric line extensions from the North Little Creek Road and U.S. Route 13. The request was referred tot eh City Manager for further study.

DONATION - KENT GENERAL HOSPITAL

Council authorized the donation of $3000 to Kent General Hospital, to be applied to electric and water accounts due the City. Mr. Helm voted No.

MAYOR’S SPEECH

Council directed that the Mayor should not furnish Delaware Power & Light Company with a copy of his recent speech before the Rotary Club. The Clerk was directed to write Mr. Gordon Willis that Mr. Cooper of Delaware Power & Light Co. may have the contents of the speech read to him at City Hall whenever he should desire.

ZURKOW PARKING SPACE

Dr. Robert J. Zurkow, Dentist, requested a reserved parking space at 152 S. State Street. Council rejected the request.

FIRE SCHOOL

Council authorized the appropriation of $20.00 for each of three members of Robbins Hose Company to attend the Delaware Fire College to be held in Dover during the month of July.

DOVER STREET LAND

M.A. Hartnett asked Council whether the City would sell the land behind the Dover Street well site to Holy Cross Parish for a school. The City Manager was directed to get a plot drawing of the land to determine its area and boundary.

LICENSE COMMITTEE

The business license committee reported on its activities and requested an extension of one month before making its report. The committee will confer with a committee from the Chamber of Commerce.

LEGISLATIVE COMMITTEE

The Legislative Committee reported that the bills sponsored by the City had passed the State Legislature. The committee will be continued for the purpose of accumulating recommendations for future legislation.
