SPECIAL MEETING
April 20, 1953
The special meeting of City Council was held Monday, April 20, 1953, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Helm, Holpp, Mundy, Petty, Smith and Tischer.
Minutes of the last regular meeting were accepted as read.
TURBO-GENERATOR BIDS
Bids were received and tabulated on the following items of equipment: Item 1, one 5000 KW Turbo-generator; item 2, condenser for same; item 3, two 5000 KW Turbo-generators; item 4, condensers for same.

The bids will be studied by A.C. Wood Associates, Consulting Engineers before award of contract is made.
TRAFFIC LIGHT
Council directed the City Manager to proceed with relocation of the Traffic Light at Division and Forest Streets and with the notification of property owners on the south side of Forest Street opposite Booker T. Washington school to install sidewalks.
TRAILERS
Mr. Anderson, North Bradford Street, was directed to remove a trailer from his property on or before May 13, 1953.
The City Solicitor was directed to prepare an amendment to the ordinance on trailers by adding a preface stating that trailers are prohibited from parking within the limits of the City because of sanitary reasons, and permitting the issuance of a 30-day permit at City Hall to allow for the repair, renovation, loading or unloading of trailers, but prohibiting use for residence or business.
SHOTGUN ALLEY SEWER
Council authorized the extension of sewer facilities to properties in Shotgun Alley, providing all property owners agree to connect to the sewer. Evidence of consent will be payment of sewer and water connection fees.
ALLEE ASSESSMENT
James Allee Jr. requested a hearing from Council on the assessment on his apartments on New Street. Council agreed that Mr. Allee could appear before the regular meeting of Council.
D P & L LETTER
City Manager Ward read a letter received from Delaware Power & Light Company stating that the minimum purchase requirement under the City’s resale power contract will not be increased until Delaware Power & Light takes over service at the Dover Air Base, or until July 1, 1954. Dover’s minimum monthly purchase are now 2700 KW and 1,080,000 KWH.
SEWER HOOK-UPS
Council directed that, where sewer facilities are available, property owners be notified to connect the sewer within six months of date of notification.
RENT ON CITY-OWNED HOUSING
Mrs. Noble Warren requested that the ground rent on housing owned by the City be increased to $150 per month. Council denied the request.
MRS. DALY LETTER
A letter from Mrs. Daly was received by Council. The letter contained a suggestion of a method by which Prentice-Hall Corporation would construct a combination office building and library in a central location within the City. This matter is being considered by the Planning Commission.
LIABILITY INSURANCE
A quotation was received on liability insurance covering electric distribution lines and streets within the City. Consideration of the matter was postponed until further information is received.
