SPECIAL MEETING
March 16, 1953
The special meeting of City Council was held Monday, March 16, 1953, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Biddle, Davis, Helm, Holpp, Mundy, Petty, Smith and Tischer.
SALE OF BONDS
The following bids were received on the offer of various improvement bonds totaling $1,100,000.
The First Boston Corporation, Harriman, Ripley & Co., Inc., Schmidt, Poole, Roberts & Parke, $1,107,249.00, with interest rate of 2 ½%.
Halsey, Stuart & Co., Inc. and Associates, $1,10,161.00, with interest rate of 2 ½%.
C.J. Devine & Co., Inc., Francis I, DuPont & Co., Kiddler Peabody & Co., Mercantile Trust Co. of St. Louis, $1,109,834.00 with interest sate of 2 5/8%.
The Philadelphia National Bank, Bankers Trust Company, Laird, Bissell & Meeds, Laird & Company, $1,106,589.00 with interest rate of 2 5/8%.
Farmers bank of the State of Delaware, $1,100,100.00 with interest rate of 2 5/8%.
By unanimous vote, Council awarded sale of he bonds to The First Boston Corporation, et al, at $1,107,249, with interest rate of 2½%. Their check in he amount of $22,000 was retained. Deposits were returned to losing bidders.
COTY WATER LINE
Council has authorized Northwest Dover Heights, Harley Taylor, developer, to install an 8" water main from a point 600' north of William Street, on Pear Street, to Walker Road and the Railroad, and a 6" water main form that point to his development with the cost to be bore by him. Cost of that portion of the line within the City limits will be reimbursed from a portion of the water rents collected from residents of the development. Council, by unanimous vote, granted Coty, Inc. permission to install a 10" water main from a point 600' north of William Street, on Pear Street, to their plant on McKee Road. Cost of installation of the line will be borne jointly by Northwest Dover Heights and Coty, Inc. with Coty Inc. paying the additional cost resulting from installation of the larger main plus the entire cost of extension from Northwest Dover Heights to its plant. The line will be installed in accordance with specifications of the City of Dover. When the main is completely installed and approved it will become the property of the City of Dover. The City agrees to supply water to Coty, Inc. at the same rate charged to commercial customers within the City of Dover, for a period of ten years.
Council directed that the plans and specifications for installation of the main be submitted for approval of the City Manager or Building Commission prior to the State Highway Commission for a franchise or right-of-way for installation of the main.
ELECTRIC DISTRIBUTION PERMIT - D, P & L
Council directed the City Solicitor to petition the Levy Court of Kent County to vacate the unused portion of the blanket permit granted Delaware Power & Light Company and/or its predecessors to extend electric distribution lines along the highways of Kent County. Council further directed the City Solicitor to make the same request of the State Highway Commission.
HARTNETT GASOLINE TANKS
Council granted permission to M.A. Hartnett Inc. to install 2 - 3000 gallon gasoline tanks at its concrete plant on West Street, subject to specifications and approval of City officials.
TAX APPEALS
Councilmen Helm, Biddle and Tischer were appointed to hear tax assessment appeals April 13, 1953m from 1 to 4 P.M. at City Hall.
DOG QUARANTINE
Council directed that a quarantine be placed on all dogs to prevent them from running loose within the City, beginning April 1, 1953.
DAYLIGHT SAVING TIME
Council directed that all City offices be opened one hour earlier beginning the last Sunday in April and ending the last Sunday in September.
