REGULAR MEETING

January 12, 1953

The regular meeting of City Council was held Monday, January 12, 1953, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Book, Helm, Holpp, Mundy, Petty and Smith.

MINUTES

Minutes of the last regular meeting were accepted as read.

REPORTS

Report of the City Manager was accepted as read.

Report of the Chief of Police was accepted as read.

Report of Magistrate C.R. Dempsey was accepted as read. Checks in the amounts of $37.50 and $947.15 were remitted to the City.

AIR BASE NAME

Col. A.H. Dehle explained to the City Council the method by which the Air Force names an Air Base. He requested Council to consider the matter, and inform the Base in writing of its opinion regarding naming the Dover Air Base. Council tabled the matter for further consideration.

ELECTION

Council named Acting Alderman C.R. Dempsey and the four holdover members of City Council as the Election Board to conduct the City Election Monday, January 19, 1953. The City Clerk was authorized to have printed 5000 ballots and to give 200 ballots to each candidate who made a request for same. William Boyer, Jr., Ralph Boyer, Thomas E. Baker and Paul F. Keith Sr. were named as clerks of he election. Council directed that names of incumbent councilmen be printed first on the ballot.

POLICE CAR

Council authorized the purchase of two cars from the low bidder, Matthews Motor Co., and the trade in a Plymouth and Ford sedan. Delivery will be as requested by the City Manager.

SEWAGE PLANT CONTRACT

Council awarded the contract for structural and mechanical work on additions tot he sewage plant to Carl L. Furner, 96 Kendall Blvd., Oaklyn, N.J. at a price of $238,810.00 and the contract for electrical work to McHugh Electric Co., 3rd & Washington Sts., Wilmington, Delaware, at a price of $5,875.00.

SALE OF BONDS

Council directed the City Solicitor to proceed with necessary preparations for public sale of City of Dover bonds in the total amount of $1,100,000.00.

MORRIS ESTATES WATER

Council authorized the extension of water lines to the southeast border of he City, east of he dual highway, by a route which would cost approximately $2130. The line will be extended from the City boundary by the developers of Morris Estates, at their cost and subject to meeting installation requirements of the City, to service approximately 59 housing units which they propose to erect.

INCINERATOR REPAIRS

Council authorized repairs to the incinerator firebrick in an amount not to exceed $3363.00.

CITY SOLICITOR PAY

Council authorized payment of $800 to the City Solicitor for his services during the year 1952.

ROBBINS HOSE COMPANY

Council directed that a letter of commendation be sent to the Robbins Hose Company expressing the appreciation of Council for their good work and for the fact that the Company received first-place certificate among the fire companies of Delaware for the fifth consecutive year for its Fire Prevention week program.

GARBAGE COLLECTIONS

Council expressed its opinion that garbage not collected on the usual collection day should be completed the following day.

AMENDED TO ORDINANCE ON RUBBISH AND TRASH COLLECTIONS

By unanimous vote, Council passed the following ordinance:

AN ORDINANCE AMENDING THE ORDINANCE REGULATING THE COLLECTION OF GARBAGE AND RUBBISH WITHIN THE CITY OF DOVER BY PROVIDING THAT THE SCHEDULES OF COLLECTION OF GARBAGE AND RUBBISH SHALL BE WITHIN THE DISCRETION OF THE CITY MANAGER.

Be It Ordained By The Council Of The City Of Dover In Council Met:

Section 1. That the Ordinance adopted November 13, 1945, and entitled “An ordinance Regulating the Collection of Garbage and Rubbish Within the City Limits of The City Of Dover, and Prescribing Rules and Regulations with Reference Thereto,” be and the same is hereby amended by striking out paragraphs D and E of Section 1 of said ordinance and enacting in lieu thereof the following paragraphs:

D- Collection Days for Garbage

The City Manager shall in his discretion divide the City of Dover into districts and shall schedule the collection of garbage in said districts on such day or days and at such time or times as shall be most efficient and convenient. Adequate notice of the schedules for the collection of garbage shall be given to the citizens of the City of Dover.

E- Collection Days for Rubbish

The City Manager shall in his discretion divide the City of Dover into districts and shall schedule the collection of rubbish in said districts on such day or days and at such time ro times as shall be most efficient and convenient. Adequate notice of the schedules for the collection of rubbish shall be given to the schedules for the collection of rubbish shall be given to the citizens of the City of Dover.
