REGULAR MEETING

November 10, 1952

The regular meeting of City Council was held Monday, November 10, 1952, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Book, Davis, Helm, Holpp, Mundy Petty, Smith and Tischer.

MINUTES

Minutes of the last regular and special meetings were accepted as read.

REPORTS

Report of the City Manager was accepted as read.

Report of the Chief of Police was accepted as read.

Report of the Magistrate C.R. Dempsey was accepted as read, subject to audit. Checks in the amounts of $37.00 and $881.90 were remitted to the City.

Report of the Board of Health was accepted as read.

IDA ALEXANDER REQUEST

Mrs. Ida Alexander, 220 Mary Street, requested Council to reimburse her for hospital and medical bills in the amount of $1174.00 incurred as the result of a fall suffered by her December 29 on the year 1944 or 1945 on the sidewalk if the Wesley College Property on Governors Avenue, south of Cecil Street. The request was referred to the City Solicitor for his opinion.

INSECTS - LOTUS STREET

A petition from the residents in the vicinity of 123 Lotus Street requested Council to act to cause the removal of a tree located on the property of 123 Lotus Street, owned by Mrs. Lulu James in which breed insects that create a nuisance throughout the neighborhood. The petitioners claim that Mrs. James refused to remove the tree. Council referred the matter to the City Solicitor to determine what action, if any, the City could take.

HALLETT BUSINESS

A petition form residents of Dover requested Council to revoke its prior action granting a permit tot eh Hallett Rug Cleaning & Upholstery Co. to open a business in the rear of 139 King Street. Council did not revoke the permit but voted to amend its prior action. A permit will be issued to the Hallet Rug & Upholstery Cleaning Co. to conduct in the building now located in the rear of 139 King Street, a business limited to rug and upholstery cleaning, only, subject to meeting fire and building regulations.

SOCIAL SECURITY

The committee on wages and hours reported on its investigation of social security coverage for employees of the City. Council discussed the matter but postponed decision on whether to embrace social security as of January 1, 1952 or January 1, 1953. Council directed the City Solicitor to prepare an ordinance repealing the present pension ordinance of the City, because a requirement of accepting social security is that no pension system exist in the City at the time social security is embraced. Council further directed the City Solicitor to prepare an ordinance placing the City under social security. Both ordinances will be considered by Council at a special meeting to be held on Monday, November 17, 1952 at 7:30 P.M.

SILVER LAKE & PARK AREA

Representatives of the Junior Chamber of Commerce, meeting with a committee of Council, offered to adopt as a project improvements tot eh Silver Lake Beach and the creation of a park along the St. Jones River. Council accepted the offer of the Junior Chamber of Commerce, with the provision that all plans will be subject to approval of Council.

SEWAGE DISPOSAL PLANT

City Manager Ward informed Council that bids on enlargement of the sewage disposal plant will be opened December 8, 1952.

Mr. Ward informed Council that the old boiler had been completely removed at the power plant and that the 10" water line had been installed from a point 600' north of William Street to Division Street. Mr. Ward also reported on negotiations for electric current to be furnished the Dover Air Base.
