SPECIAL MEETING
August 18, 1952
The special meeting of City Council was held Monday, August 18, 1952, at 7:45 P.M. with Mayor Haman presiding. Councilmen present were Messrs Book, Davis, Helm, Holpp, Mundy Petty, Smith and Tischer.
MINUTES
Minutes of the previous meeting were accepted as read.
CLARA STREET TO LATEX
Mr. Max Feller appeared before City Council as representative of International Latex Corp. On the motion of Mr. Holpp, seconded by Mr. Book, City Council will vacate Clara Street as required by the City Charter, with the hearing dat set for 8 P.M., Tuesday, August 26, 1952. Vote on the motion was 6 yes, 2 no.
On the motion of Mr. Book, seconded by Mr. Tischer, if the above portion of Clara Street is vacated, the City of Dover will deed the Clara Street right-of-way from Pear Street to the Railroad to the International Latex Corporation in return for a deed from Latex for a strip of land 60' on Pear Street by 410' on Brown Street. The vote on the motion was 7 yes, 1 not voting.
LAND FOR SEWAGE TREATMENT PLANT
The report of Albright & Friel, Consulting Engineers on Sewage problems, recommended the acquisition of more land for the sewage treatment plant. Council directed the City Manger and City Solicitor to obtain prices on additional land near the sewage disposal plant.
HOUSING
Mrs. Paul Kellogg and a delegation of women requested Council to correct poor housing conditions within the City. Mayor Haman appointed a committee of the City Manager, City Solicitor and City Health Officer Baker to serve with a committee of the ladies present to attempt to work out a solution to the problem.
GARDEN COURT SEWER AND WATER RATES
Council tabled the matter of an account due from Garden Court Apartments for installation of sewer and water lines.
STORM WATER S. GOVERNORS AVENUE & SOUTH STREET
The basement of Mathews Motor Co. at Governors Avenue and South St. is flooded by every heavy rain. Mr. Harry McSherry will contact Mr. Joseph Robinson of the State Highway Department and report back to Council about this and other storm drainage problems within the City.
LIONS CLUB TRASH CONTAINERS
Council authorized the Dover Lions Club to install trash containers on Loockerman Street at State Street and at Governors Avenue, and expressed appreciation to the Club for their civic interest.
REPORT OF FLUORIDATION COMMITTEE
Council accepted and adopted the report of the committee on fluoridation. The committee recommended that the Junior Chamber of Commerce return the fluoridation equipment now on hand, and that any future construction of pump houses by the City of Dover include provision for the installation of fluoridation equipment, should such a program be later approved. Council directed that a copy of the report be forwarded to the Junior Chamber of Commerce.
MONROE TERRACE SEWER EXTENSION
Council approved the request of Mr. LaMel and Mr. Gallo, of Monroe Terrace, to connect tot eh City Sewer providing they lay the sewer at their own expense insude the property line, and under the supervision of the City of Dover.
NORTHWEST DOVER HEIGHTS
Council discussed the Northwest Dover Heights development of Mr. Harvey Taylor.
COMMITTEE ON EXTENSION OF UTILITIES
Mayor Haman appointed a committee consisting of Councilmen Holpp, Mundy and Petty to study policies effecting the sewer, water and electric utilities of the City of Dover.
COMMITTEE ON PERSONNEL
Mayor Haman appointed a committee consisting of Councilmen Tischer, Book and Davis to study and recommend policies concerning, hours of work, wages, vacations, sick leave, pension and other matters relating to City employees.
NO PARKING SPACES
Council granted “no parking’ spaces to Doctors Fox and Cox on front of their offices.
