REGULAR MEETING
July 14, 1952
The regular meeting of City Council was held Monday, July 14, 1952, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Book, Davis, Helm, Holpp, Mundy Petty, Smith and Tischer.
MINUTES
Minutes of the last regular and special meetings were accepted as read.
REPORTS
Report of the City Manager was accepted as read.
Report of the Chief of Police was accepted as read.
Report of the City Alderman and Magistrate Dempsey were accepted as read. Checks in the amounts of $1243.10 and $25.00 were remitted to the City.
BUS STATION
Council confirmed the action of the City Manager in granting a ten day permit beginning July 9, 1952 to the bus companies to use loading and unloading space between North and Loockerman Streets on Governors Avenue. Council granted permission to the bus companies to use the former bus loading and unloading spaces at Bank Lane and Governors Avenue for a period of ninety days, after the expiration of the ten day permit.
ORDINANCE
By unanimous vote, Council passed the following ordinance:
AN ORDINANCE TO AMEND AN ORDINANCE REGULATING THE USE OF THE MUNICIPAL SWIMMING BEACHES UNDER THE SUPERVISION OF THE CITY OF DOVER AND PROVIDING RULES FOR THE USE THEREOF PENALTIES FOR THE VIOLATION OF SUCH RULES.
Be It Ordained By The Council Of The City Of Dover In Council Met:
Section 1. That Section 1 of an ordinance passed June 11, 1945, entitled “An Ordinance Regulating the Use Of The Municipal Swimming Beaches under The Supervision Of The City Of Dover and Providing Rules For the Use Thereof And Penalties For the Violation Of Such Rules,” be and the same is hereby amended by adding at the end thereof the following paragraph:
(o) No person shall operate any motor boat within the area marked and laid off by properly designated lines as a swimming area except with the express permission or direction of a life guard properly designated as such by the Mayor and Council of the City of Dover.

AIR BASE LEASE
Council granted a renewal of he lease on the City-owned portion of the Dover Air Base for a period of one year from its present expiration date in October 1952.
ORDINANCE ON DRILLING OF WELLS
Council directed the City Solicitor to prepare an ordinance or ordinances controlling the drilling of deep wells within the limits of the City and within a one mile radius of the City.

By unanimous vote, Council passed the following ordinance:

That the amounts herein named, aggregating Seven Hundred Seventy two thousand six hundred twenty Dollars and twenty-five Cents ($772,620.25), or so much thereof the several departments of the municipal government, and for the purposes hereinafter mentioned for the fiscal year beginning July 1, 1952 and ending June 30, 1953, as follows:

TELEPHONE COMPANY RIGHT OF WAY
Council granted right of way to the Diamond State Telephone Company to install conduit from State & Loockerman Street thru the Plaza to St. Jones River.
FIRE MARSHALL RESIGNATION & APPOINTMENT
Council accepted with regret the resignation of Ralph H. Boyer as Fire Marshall and directed that a letter of appreciation be sent to him.
Council appointed William A. Hayes as Fire Marshall to fill the unexpired term of Ralph H. Boyer.
AUDITORS
Council authorized the employment of a local auditing firm to audit the City accounts for the past fiscal year, at a cost not to exceed that if the previous year’s audit.
NORTHWEST DOVER HEIGHTS WATER LINE
Council authorized Harley Taylor to begin installation of water main from William & Pear Streets to his development at McKee & Walker Roads. The cost of the main from William Street to a point approximately 600' north on Pear Street will be reimbursed Mr. Taylor from the proceeds of the City’s approved bond issue. The cost of the main from that point to the railroad will be reimbursed from the proceeds of water rent charges in accordance with City requirements.
CITY CLERK SALARY
Council authorized the payment of a salary of $95.00 weekly to the City Clerk. Furnishing of free electricity and water to the City Clerk will be discontinued.
REPORT OF PARKING AND TRAFFIC COMMITTEE
Council approved the following recommendations of the Parking Committee and direct the City Solicitor to draw up ordinances necessary to make the recommendations effective.
1. No meters on parking lots.
2. a. Space on north side of street in front of City Hall from parking lot exit on east to entrance on west will be restricted to fifteen minute parking between 8 A.M. and 6 P.M. except Sunday.
b. Present fifteen minute parking space in front of the Post Office will be extended to hours of 8 A.M. to 9 P.M. except Sunday.
3. A two-hour parking zone will be created, without use of meters, on the following streets: both sides of Plaza to Federal Street; North Street between Federal and New Streets; Bradford Street from Minor Street to Reed Street; State Street from Loockerman Street to Reed Street.
4. Flood lights will be installed on each parking lot. The City Manager will determine the number.
5. The City Manager will surface and line parking lots as he thinks best.
6. In two hour parking area, it is recommended that white lines be placed on such streets as are included to help motorists park in the least possible space. It is also suggested that signs request observance of staying within lines in addition to notice of time limits.
7. It is recommended that parking meter ordinance be amended to extend the time period governed by meters of Fridays from 8 A.M. to 9 P.M., instead of from 8 A.M. to 6 P.M., as at present.
