REGULAR MEETING
June 9, 1952
The regular meeting of City Council was held Monday, June 9, 1952, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Book, Davis, Helm, Holpp, Mundy Petty, Smith and Tischer.
MINUTES
Minutes of the last regular were accepted as read.
REPORTS
Report of the City Manager was accepted as read.
Report of the Chief of Police was accepted as read.
Report of the City Alderman and Magistrate Dempsey were accepted as read. Checks in the amounts of $1157.80 and $15.00 were remitted to the City.
AMBULANCE
Upon request of the ambulance committee, Council directed that the following policy be followed in operating the ambulance.
1. The ambulance will be garaged at the Hospital.
2. The ambulance driver will be paid $2.00 per hour.
3. A fee will be charged for the use of the ambulance, $5.00 for each City call, $5.00 plus $.25 per mile for each call outside the City.
4. Billings will be made in quadruplicate, one copy to user, one copy to hospital, one copy to Police and one copy to City Hall.
5. Collections form use of ambulance will be set aside for operation, repair and maintenance of the ambulance.
LIBRARY
Representatives of the Library Commission and the Soroptimist Club requested the City to donate a plot of ground upon which a library can be erected. Upon receiving a site from the City, the Library Commission will act to conduct a referendum with the Dover Special School District for authorization of a $100,000 bond issue to pay for erection of a Library. The City Manager will determine whether the size of the City-owned lot at Pennsylvania Avenue and Division Street is suitable for a library location.
PURCHASE OF GRADER
Council authorized the purchase of a Caterpillar grader from the Alban Tractor Company at a price of $8660, less whatever allowance might be made for the old Galion grader.
JUNIOR CHAMBER OF COMMERCE TRAILER
The Junior Chamber of Commerce requested permission to locate a trailer on the Plaza to serve as headquarters in their ‘Get Out The Vote’ drive. A location is desired from now until July 9 and from some date in October until election day. Council authorized the use of the trailer within the City, if a suitable location can be obtained, and directed the City Clerk to determine whether the Hotel Richardson would permit location of the trailer on its property.
FLUORIDATION
Council discussed with members of the Junior Chamber of Commerce the fluoridation of City water. Councilmen Tischer, Davis and Mundy and City Manager Ward were appointed a committee to meet with the representatives of the JC’s to determine a possible solution to the problems involved.
PENNSYLVANIA AVENUE EXTENDED
Council directed that Pennsylvania avenue extended be graded, rolled and treated from Rodney Road to American Avenue.
The treatment will be asphalt and stone chips or an oil and tar treatment, as determined by the City Manager.
PURCHASE OF CRANE ATTACHMENT
Council rescinded its former action authorizing the purchase of a backhoe for the mobile crane.
ORDINANCE
By unanimous vote Council passed the following ordinance:
AN ORDINANCE TO AMEND CHAPTER IV OF THE ORDINANCES OF THE CITY OF DOVER, ENTITLED “ELECTRIC LIGHT AND POWER DEPARTMENT” WITH REGARD TO THE COLLECTION OF BILLS FOR ELECTRIC CURRENT.
Be It Ordained By The Council Of The City Of Dover In Council Met:
Section 1. Section 2 of Chapter IV of the Ordinances of the City of Dover, as amended, is hereby striking out all of Section 2 and inserting in lieu thereof the following:
“Section 2. The City Manager shall so arrange the schedule of reading the meters of consumers of electric current that each such meter shall be read as nearly as practicable on the same day of each month. On the day on which each such electric meter is read the bill for the electric current measured thereby shall be due and payable, and bills for electric current consumed shall be mailed to the consumers thereof as soon after the reading of each meter as shall be practicable.
A penalty of five per cent shall be added to all bills for electric current consumed which shall remain unpaid thirty days after the same shall be due and payable.
It shall be the duty of the City Manager to discontinue electric service to any consumer who shall default in the payment of any bill or any charge for electric current for sixty days after the same becomes due and payable. Service to defaulting consumers shall be discontinued as soon as practicable following the sixty day period.
Before each electric service shall be reconnected the defaulting consumer shall pay a service charge of Five ($5.00) Dollars for such connection in addition to any bill or bills for all electric current consumed to the date of such reconnection.”
Section 2. This ordinance shall be effective on the 1st day of July, A.D. 1952.

REPORT OF TRAFFIC AND PARKING COMMITTEE
The Traffic Committee reported its recommendations for handling traffic and parking problems in the business district. Council tabled the report for further study.
PHONE TO SWIMMING AREA
Harold Kocher requested Council to authorize the extension of a direct telephone line between the swimming beach at Silver Lake and the Police Station. Council directed the City Manager to investigate the need for and the cost of such a telephone line.
