REGULAR MEETING
May 12, 1952
The regular meeting of City Council was held Monday, May 12, 1952, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Book, Davis, Helm, Holpp, Mundy Petty, Smith and Tischer.
MINUTES
Minutes of the last regular and special meetings were accepted as read.
REPORTS
Report of the City Manager was accepted as read.
Report of the Chief of Police was accepted as read.
Report of the City Alderman and Magistrate Dempsey were accepted as read. Checks in the amounts of $840.55 and $70.00 were remitted to the City.
HEARING COMMITTEE REPORT
Council rejected the request of Mrs. Vera Davis for reduction in assessments on lots owned by her on Governors Avenue and on Cherry Street.
Council directed the City Manager to investigate the need and the cost of a street from the Hazeletville Road to Forest Street and to investigate the condition of sewers that empty into Tar Ditch west of the railroad.
Council directed that the Soroptimist Club be requested to contact the Library Commission on the matter of locating and erecting a library and, of necessary, to return to City Council when a concrete plan is completed.
Councilmen Petty, Tischer and Helm, together with the Chief of Police and City Solicitor were appointed a committee to plan future operations of the ambulance and to determine whether fees should be charged.
City Solicitor Hughes stated that in his opinion the Charter gave Council power to condemn structures as sanitary, building of fire hazards, but gave no power to require demolition or removal of structures without reimbursement to the owners. Mr. Baker was directed to submit to the next meeting of City Council a list of all buildings condemned by Council on which no action has been taken, and the reason for condemnation.
Council authorized reduction of the assessment on the Capitol Grange building on S. Governors Avenue from $13,500 to $8,000.
Council directed that Lotus Street be paved from Orchard Avenue to the new highway.
HEARING COMMITTEE
Mayor Haman appointed Councilmen Holpp, Davis and Book to serve as the Hearing Committee for three months beginning in June, 1952.
MEMORIAL WREATH
Council authorized the placing of a wreath in the name of the City of Dover at the Memorial Day exercise Friday, May 30, 1952.
GRADER
Council authorized the City Manager to obtain prices on graders and to arrange demonstrations of the machines.
KRYGIER TAX REBATE
Dr. Krygier Council to rebate to him 1952 property tax paid on his home on N. State Street because on May 29, 1952 the property will be sold to a Church organization which is tax exempt. Council tabled the request for further study.
