SPECIAL MEETING

April 28, 1952

The special meeting of City Council was held Monday, April 28, 1952, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Book, Helm, Holpp, Mundy Petty, Smith and Tischer.

FUNDS OF CITY HOUSING PROJECT

Council approved investment of surplus City Housing Funds in the amount of $7230.39 in Government Bonds, Series ‘F’.

GARTON SEWER

Council approved the installation of a sanitary sewer from William Street to Columbia Avenue, in an alley between Fairview Avenue and Carol Street, using a City-owned trench hoe when it is delivered. Mr. Garton will pay $200 for sewer taps to partially offset the cost of the sewer, and Mr. Hughes offered to pay $400 of the cost.

PURCHASE OF TRENCHHOE

Council authorized the purchase of a trenchhoe attachment for the City-owned crane.

PINE STREET STORM SEWER

Council approved locating a storm sewer, 8", on the boundary of properties owned by William J. Ward and David Green, to drain the low alley area north of Pine Street and east of State Street.

ELECTRIC DEPARTMENT ORDINANCE

Mr. Ward outline to City Council a plan under which electric meters would be read on certain dates each month and billed the day following reading. The date of reading will appear on bills and penalty would be assessed for failure to pay within thirty days of the reading date. The City Solicitor was directed to prepare an amendment to existing ordinances to permit adoption of the plan.

TRAFFIC LIGHTS

Council directed that traffic lights be installed at Bradford and Loockerman Streets and at Governors Avenue and North Street.

PARKING COMMITTEE

Councilmen Book, Smith and Tischer were appointed a committee to study paving and installing parking meters on City parking lots, and the possibility of limiting parking on streets in or adjacent to the business area to two hours.

BULLETIN BOARD

Council accepted the offer of the Soroptimist Club to install a bulletin board on the Plaza at State Street, providing the design of the board meets with the approval of the City Manager.

REPORT OF FIRE DEPARTMENT COMMITTEE

Council approved the committee’s recommendation that the City Manager check the possibility of installing a road bed to the pond at the east end of Loockerman Street so that pumping engines might reach the water if it is ever required for an auxilary supply.

Council directed that fire hydrants on Governors Avenue between South Street & Wyoming Avenue be made more accessible to fire engines by dumping fill between the hydrants and the highway.

Council directed the City Manager to determine the cost of connecting all traffic lights in the City to a control in the fire house.

Council directed that all fire department bills be approved by their board of directors prior to payment by the City.

Council directed that all fire hydrants be painted the proper color to indicate their pumping capacity.

Council approved the appointment of a committee consisting of the three fire chiefs, the City Manager and the City Solicitor to act as a Fire Prevention Bureau and to draft a Fire Prevention Code.

Council tabled discussion of the Fire Department budget until a future meeting of Council.

CITY EMPLOYEE RESIGNATION

City Manager Ward read to Council the letter of resignation submitted to him by Edward F. Stumm, effective May 31, 1952. Council expressed its confidence in the action of the City Manager.

SIDEWALK COMMITTEE

Mayor Haman announced that the sidewalk committee appointed by him consisted of Councilmen Book, Davis and Tischer.
