SPECIAL MEETING
February 19, 1952
A special meeting of City Council was held Tuesday, February 19, 1952, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Book, Davis, Helm, Mundy, Petty and Tischer.
A.C. WOOD CONTRACT
Messrs Derby and Garbett of A.C. Wood Associates, Inc., engineering consultants, outlines to Council the present condition to the projects for improving the power plant and renovating the electric distribution system, informing them that an order had already been placed for four 2000 KVA unit substations. Council then discussed the terms if a contract for the services of the firm. Following discussion, the representatives of the firm agreed to submit for approval of Council a contract covering charges for per diem services, with a provision that the cost of per diem services will not exceed 8 1/2% of the total cost of improvements tot he plant and the distribution lines.
POLICE UNIFORMS
Council authorized the purchase of summer uniforms for members of the Police Department. Bids will be solicited and purchase made from the low bidder.
COLLINS GARDEN DEVELOPMENT
Collins Gardens, Inc. propose to erect 40 or more housing units on the Willey Tract east if the Legislative Building. Mr. John J. Sheridan Vice President of the company requested Council to authorize the extension of water and sewer facilities to the development. The company will bear all costs of installing the utilities. Council postpone decision until further consideration could be given the matter.
HARRY HANCOCK
Council directed the flowers be sent to Harry Hancock, together with a letter expressing the sympathy of Council and its wish for his recovery.
REPORT OF WATER RATE COMMITTEE
Council received the report of the committee studying revision of water rates and returned the report with the request that the committee given further study to the matter.
Council adopted the following regulations for water main installations in developments:
These regulations cover the types of materials and service installations installed and financed by developers or other private parties wherein said water mains and service installations are to be attached to and serve by the City of Dover water system. The regulations hereinafter listed shall apply to areas within or without the corporate limits of the City of Dover. It is not the intent of these regulations to authorize water service to any or all of said developed areas, said authorization of supplying water to newly developed areas must be had from the Mayor and Council of the City of Dover.
1. TRANSMISSION MAINS
Mains installed shall be of minimum sizes as specified by the City of Dover, pipes used shall be cast iron bell and spigot, or Johns Manville cement asbestos as approved by the City of Dover.
Standard gate valves with operating nut and street boxes shall be installed so that each street block can be isolated. Tees or crosses of suitable size shall be installed at all street intersections to provide for further extension. All mains shall be installed with minimum cover of 30". Cost of same to be borne by developer.
2. FIRE HYDRANTS
Darling Fire Hydrants with 6" minimum diameter barrel shall be installed at a maximum spacing of 600' apart. Hydrants shall be furnished with secondary valves and boxes, and shall meet insurance underwriters requirements.
3. SERVICE CONNECTIONS AND FEES FOR SAME
The City of Dover shall make all service taps with standard 3/4" or larger corporation stops and goosenecks. The City of Dover shall run all services to a point behind the curb line and shall provide a standard stop and box. A standard fee to be established by the City of Dover from time to time shall be charged for this service.
4. MEASUREMENT OF SUPPLY
All service be metered by Trident water meters of suitable size, said meters shall be sold by the City of Dover from stock to the property owner or developer at current prices. The meter shall be installed by a licensed plumber at the expense of the property owner or developer. Meters shall be installed in a horizontal position with a suitable gate valve on the house side.
5. PAYMENT FOR SUPPLY
All water consumed shall be paid for by the property owner at current rates as established by the Ciyt if Dover.
6. GENERAL
All materials used shall be approved by the City of Dover. All construction shall be done in a workmanlike manner and in accordance with the best modern practice. All installations shall be inspected and approved by the City Manager or his duly authorized representative before construction is started. A complete plan of the system shall be presented to and approved by the City of Dover.
PURPLE HEART PERMIT
Council granted permission to the Military Order of the Purple Heart to display a touring exhibit in the City of Dover.
HERHOLDT SIDEWALK
Council granted permission to John F. Herholdt to install the sidewalk on the Bradford Street side of his residence in a matter to avoid removal of trees, so that the sidewalk will begin at a point approximately six feet from the Bradford Street curb line.
