SPECIAL MEETING

January 2, 1952

A special meeting of City Council was held Wednesday, January 2, 1952 at 8:00 P.M. with Mayor Storey presiding. Councilmen present were Messrs Book, Carroll, Culver, Mikell, Petty, Smith and Wilson.

RESOLUTION

By unanimous vote of all members present, Council adopted the following resolution:

RESOLVED, that all provisions of the Election Laws of the State of Delaware insofar as they are applicable or may be adapted, and all rules and regulations which may be lawfully be made thereunder by the Election Officials of the City of Dover and are not inconsistent with or contrary to the provisions of the Charter of the City of Dover, are hereby adopted to govern the City election to be held Monday, January 21, 1952, and

BE IT FURTHER RESOLVED, that the election officials for said election are hereby authorized and directed to conduct said City Election in full accordance with the provisions and the purpose and intent of this Resolution.

Adopted January 2, 1952.

ELECTION COMMITTEE

City Alderman Conrad and Councilmen Petty and Smith were appointed a committee to conduct the regular municipal election, January 21, 1952. Councilmen Book and Holpp were named alternates.

ELECTION

Council authorized the City Clerk to hire four clerks to assist on the municipal election January 21, 1952 and also authorized the printing 5000 official ballots.

Council recessed at 9:00 P.M.

Council reconvened at 7:00 P.M., Monday January 14, 1952 with Mayor Storey presiding. Council present were Messrs Book, Culver, Holpp, Mikell, Petty, Smith and Wilson.

REPORT OF RESULTS OF REFERENDUM

Tally sheets of the referendum held December 27, 1951, certified correct by John H. Conrad, Judge, and William C. Boyer Jr. and Ralph H. Boyer, Clerks, were submitted to City Council. On questions, should the City of Dover issue bonds in an amount not exceeding $300,000 for the “repair, replacement, and extension of the electric transmission system, including electric lines, transformers, sub-stations, etc.,” and should the City of Dover issue bonds in an amount not exceeding $200,000 for the “repair, renovation, and extension of the water system, including, water wells, water mains, and water storage tank,” total bond issue $500,000, the vote was, For the Bond Issue, 28,431 votes; Against the Bond Issue %,511 votes.

On the questions, should the City of Dover issue bonds in an amount not exceeding $230,000 for the “repair, renovation, and enlargement of sewage disposal plant,” and should the City of Dover issue bonds in an amount not exceeding $80,000 for the “repair, replacement, and extension of sanitary sewers,” total bond issue $310,000, the vote was, For the Bond Issue, 28,202; Against the Bond Issue, 5636 votes.
