REGULAR MEETING
December 10, 1951
The regular meeting of City Council was held Monday, December 10, 1951, at 7:30 P.M. with Mayor Storey presiding. Councilmen present were Messrs Book, Carroll, Culver, Holpp, Mikell, Petty, and Smith.
MINUTES
Minutes of the last regular and special meetings were accepted as read.
REPORTS
Report of the City Manager for November 1951 was accepted as read.
Report of the Chief of Police for November 1951 was accepted as read.
Report of the City Alderman and Magistrate Dempsey was accepted as read. Checks in the amounts of $802.75 and $80.00 were remitted to the City.
PETITION AGAINST REFERENDUM
A petition from citizens of Dover, represented by A.B. Magee, Jr., requested City Council to postpone the referendum election scheduled for December 27, 1951 until the new City Council is elected and installed. Council approved a motion to accept the petition for study. Councilmen Culver and Holpp voted Nay.
SUPPLEMENTAL POWER CONTRACT
City Solicitor Hughes explained to City Council the proposed supplemental contract with Delaware Power & Light Company. Following questions by Councilmen and citizens present, Council voted unanimously to approve the supplemental contract. Under the terms of the contract the minimum demand purchased will be 2000 KW and the minimum energy 800,000 KWH per month . The maximum demand will be 4500 KW. Delaware Power & Light Company will install the necessary transforming capacity at no cost to Dover. The supplemental agreement will run for the duration of the original contract.
CAPITAL TRANSIT BUS FRANCHISE
J. Clements Bowdle applied to City Council for an exclusive 50-year franchise in the name of Capital Transit, to operate a bus service within the limits of the City of Dover. Council approved the appointment of a committee to study the matter with Mr. Bowdle. Councilmen Book, Carroll, and Smith and City Solicitor Hughes were appointed as the committee.
ROBBINS HOSE COMPANY ELECTION
council received the sealed ballot box containing the results of the nominating election held by members of the Robbins Hose Company, November 19, 1951. Results were as follows:
Chief Engineer - Ralph H. Boyer 42 votes
First Asst. - William A. Hayes 42 votes
Second Asst. - George D. Hill Jr. 24 votes
Second Asst. - Paul N. Kertiles 17 votes
By unanimous vote, Council elected the following officers:
Chief Engineer - Ralph H. Boyer
First Assistant - William A. Hayes
Second Assistant - George D. Hill Jr
WATER TO KENT ACRES
William P. McDaniel requested City Council to permit extension of City water to a development known as Kent Acres, south of Dover. The developer would install all needed water lines. Council tabled the matter until the January meeting.
FIRE SIREN AT POWER PLANT
Robbins Hose company requested the City to relocate an unused siren at the Power Plant. The site desired is the roof of the fire house. Councilmen Petty and Smith and Thomas E. Baker were appointed a committee to investigate the request and report its recommendations to Council.
COLUMBIA AVENUE ALLEY
the City Solicitor was directed to determine whether an alley between Columbia Avenue and Governors Avenue is dedicated to the City.
CITY ASSESSOR
Thomas E. Baker was appointed City Assessor for the year 1952.
BUILDING INSPECTOR
Thomas E. Baker was appointed Building Inspector for the year 1952.
SOUTH BRADFORD STREET SIDEWALK
Council directed that all property owners on South Bradford Street between Hope Street and Wyoming Avenue who have not installed curb and sidewalk as ordered by Council March, 1951, be notified by registered mail to complete installation within six month of notification, otherwise the City of Dover will install curb and sidewalk and assess the cost to the property.
CONDEMNED PROPERTY
Council was informed that Mrs. Ida McGonigle had failed to tear down condemned property at Fulton & Kirkwood Streets. The matter was referred to the City Solicitor for appropriate action.
GASOLINE
The City Manager was directed to obtain bids from various oil companies on gasoline requirements for the City of Dover.
STOP SIGNS
Council directed that stop signs be installed on Bradford Street at its intersection with Wyoming Avenue.
