SPECIAL MEETING
November 30, 1951
The special meeting of City Council was held Friday, November 30, 1951, at 7:30 P.M. with Mayor Storey presiding. Councilmen present were Messrs Book, Carroll, Culver, Holpp, Petty, Mikell, Smith and Wilson.
DIVISION STREET WIDENING
A petition was received from resident of Dover objecting to any widening of Division Street between State Street and King Street because such action would affect the beauty of the City. A letter from the State Highway Department advised that the Department was not in a position to discuss the proposed widening of Division Street, and asked City Council to set fair price on a portion of the ball park land required by the Department for a right-of-way. Council deferred action on the petition and the letter until the regular January meeting.
DELAWARE POWER AND LIGHT CONTRACT
Council discussed a proposed supplement to the existing contract for purchase of power from Delaware Power and Light Company. Under the supplement the minimum power purchased would be set at 2000KW per month and the maximum increased from 2500 KW to 4500 KW. Delaware Power & Light will replace the present transforming capacity of 2500 KW with 3-1500 KVA transformers at a cost of them of approximately $35,000.00. The supplement will not lengthen the duration of the present contract. In the event the contract is not extended prior to expiration November 1, 1953, the City would purchase the 3-1500 KVA transformers. Council directed that the supplement be prepared for signing at its regular meeting December 10, 1951, and that the public be fully informed and invited to attend the meeting.
LOOCKERMAN STREET STORM SEWER
Council awarded to J. Ward Hurley, Dover Del., the contract for installing storm sewer on Loockerman Street on his bid of $12,463.50, with the provisions that the job be completed within 30 working days of January 2, 1952 and that performance bond be posted by the contractor.
STREET LIGHTS
Council instructed the City Manager to complete installation of street lights on State Street and on Loockerman Street as soon as possible.
RESOLUTION
By unanimous vote, Council passed the following resolution;
A RESOLUTION PROVIDING FOR A REFERENDUM ELECTION TO DETERMINE WHETHER THE QUALIFIED VOTERS OF THE CITY OF DOVER APPROVE THE ISSUE OF BONDS IN A SUM NOT EXCEEDING THREE HUNDRED TEN THOUSAND ($310,000.00) DOLLARS FOR THE REPAIR, REHABILITATION, REPLACEMENT, AND/OR EXTENSION OF THE SEWAGE DISPOSAL PLANT AND SANITARY SEWER LINES OF THE CITY OF DOVER AND NECESSARY ADDITIONS THERETO.
WHEREAS by an Act of the General Assembly of the State of Delaware entitled, “An Act Authorizing The City Of Dover To Borrow A Sum Of Money Not Exceeding Two Million Dollars ($2,000,000.000) And To Issue Bonds Therefor For The Purpose Of General Improvements To The City Of Dover, Including The Streets And Public Buildings And The Water, Electrical, And Sewer Facilities Thereof,” approved June 5, 1951, the City of Dover was authorized to borrow a sum of money not exceeding Two Million ($2,000,000.00) Dollars for general improvements to the City of Dover and to issue bonds therefor:
AND WHEREAS the aforesaid Act of the General Assembly requires that any bond issue authorized thereby be approved by a referendum vote of the qualified voters of the City of Dover after due notice published in the newspapers of the City of Dover;
AND WHEREAS the said Act of the General Assembly authorizes and empowers the Mayor and Council of the City of Dover to separate the programs for the proposed improvements and to hold separate referendum elections for each such program;
AND WHEREAS part of the improvements contemplated are the repair, rehabilitation, replacement, and/or extension of the sewage disposal plant and sanitary sewer lines of the City of Dover and necessary additions thereto at a cost not exceeding Three Hundred Ten Thousand ($310,000.00) Dollars;
NOW THEREFORE Be It Resolved By The Council Of The City Of Dover In Council Met:
Section 1. That a referendum vote of the qualified voters of the City of Dover shall be held on Thursday, the 27th day of December, A.D. 1951, between the hours of two o’clock P.M. (Eastern Standard Time) at the City Hall, Dover, Delaware, in order to determine whether the qualified voters of the City of Dover approve the issue of bonds in a sum not exceeding Three Hundred Thousand Dollars ($310,000.00) by the said City of Dover for the following purposes:
a. Repair, renovation, and enlargement of the sewage
disposal plant, not exceeding $230,000.00
b. Repair, replacement, and extension of sanitary sewers,
not exceeding $ 80,000.00
Total $310,000.00
Section 2. That a notice of the holding of such referendum election setting forth the amount and purpose of the said bond issue, the date and place of holding the referendum election, and the hours during which the polls will be open shall be published once a week for three consecutive weeks in the Delaware State News and The Dover Index, newspapers published in the City of Dover, Kent County and the State of Delaware, to-wit, in the issues of the Delaware State News published December 6, December 13, and 20, 1951, and in the issues of the Dover Index published December 4, December 11, and December 18, 1951.
Section 3. That the Clerk of the Council shall forthwith have printed 3,000 ballots in the following form:
Referendum Ballot For The Issue Of Bonds In An Amount Not exceeding Three Hundred Ten Thousand Dollars ($310,000.00) for Sewage Disposal Plant and Sanitary Sewers As Follows:
a. Repair, renovation, and enlargement of the sewage
disposal plant, not exceeding $230,000.00
b. Repair, replacement, and extension of sanitary
sewers, not exceeding $ 80,000.00
Total $310,000.00

Section 4. John H. Conrad shall be judge of the said referendum election, and William C. Boyer, Jr. and Ralph H. Boyer shall be clerks of the said referendum election to pass upon the qualifications and number of votes of each voter and to conduct the election in accordance with the provisions of the Act of the General Assembly authorizing and requiring the same.

WHEREAS by an Act of the General Assembly of the State of Delaware entitled, “An Act Authorizing The City Of Dover To Borrow Five Hundred Thousand Dollars And To Issue Bonds Therefor For The Purpose Of The General Improvement Of The Water And Electric Plant Of The City Of Dover,” approved June 29, 1949, the City of Dover was authorized to borrow a sum of money not exceeding Five Hundred Thousand Dollars ($500,000.00) for general improvements of the water and electrical plant of the City of Dover;
AND WHEREAS the aforesaid Act of the General Assembly requires that any bond issue authorized thereby be approved by the referendum vote of the qualified voters of the City of Dover after due notice published in the newspapers of the City of Dover;
NOW THEREFORE BE It Resolved By The Council Of The City Of Dover In Council Met:
Section 1. transformers, sub-stations, etc., not exceeding $300,000.00
b. Repair, renovation, and extension of the water
system, including water wells, water mains, and
water storage tank, not exceeding $200,000.00
Total $500,000.00
Section 2.
