SPECIAL MEETING
November 26, 1951
The special meeting of City Council was held Monday, November 26, 1951, at 7:30 P.M. with Mayor Storey presiding. Councilmen present were Book, Carroll, Culver, Holpp, Petty, Smith and Wilson.
REPORT OF RESULTS OF REFERENDUM
Tally sheets of the Referendum held November 19, 1951, certified correct by John H. Conrad, Judge, and Paul F. Keith Sr. and Pauline Postles, Clerks, were submitted to City Council. On the question, should the City of Dover issue “Bonds in an amount not exceeding $1,400,000.00 for the repair, renovation, rehabilitation, replacements, and/or extension of the electric transmission system, sewage disposal plant, sanitary and storm sewers, water wells, water mains, water storage tanks, streets, and public buildings of the City of Dover, necessary additions thereto,” the vote was, For the Bond Issue, 10,727 votes; Against the Bond Issue, 14, 190 votes.
REFERENDUM
Council discussed holding a referendum to authorize a bond issue in the amount of $310,000.00 for sewage disposal plant and sanitary sewers, this sum being the remainder of a $2,000,000.00 bond issue authorized by the State Legislature, and a second referendum at the same time to authorize a bond issue in the amount of $500,000.00 authorized by a separate act of the State Legislature. The latter issue would include $325,000.00 for the electric distribution system and $175,000.00 for holding the referendums. Adoption of the resolutions was postponed pending receipt of legal opinions on the bond issues. A special meeting will be called for the purpose.
CIVIL DEFENSE
Mayor Storey announced the appointment of William J. Cavanaugh as Dover Director of Civil Defense, to succeed J. Wallace Woodford, who resigned.
AWARD OF WELL CONTRACT
Shannahan Artesian Well Co., St. Michaels, Md. was rewarded the contract for drilling a well for the City of Dover on their bid f $14,382,53. Though requested, no other bids were received.
LOOCKERMAN STREET STORM SEWER
Bids were received on the Loockerman Street Storm Sewer. J. Ward Hurley’s bid of $12,463.50 for reinforced concrete storm sewer was low. Bids were received from the Pleasanton & Edgell and George & Lynch. Council deferred awarding the contract pending determination of a time limit for completion of the work.
LATEX STAND BY ELECTRIC SERVICE
Councilmen book, Holpp, Petty and Smith and City Manager Agner were appointed a committee to confer with International Latex Corporation officials on their request for 1000 KW to 1500 KW of firm standby.
