REGULAR MEETING

November 12, 1951

The regular meeting of City Council was held Monday, November 12, 1951, at 7:30 P.M. with Mayor Storey presiding. Councilmen present were Messrs Carroll, Culver, Holpp, Mikell, Petty, Smith and Wilson.

MINUTES

Minutes of the last regular and special meetings were accepted as read.

REPORTS

Report of the City Manager for October 1951 was accepted as read.

Report of the Chief of Police for October 1951 was accepted as read.

Report of the City Alderman and Magistrate Dempsey was accepted as read. Checks in the amount of $858.70 and $110.00 were remitted to the City.

STATE COLLEGE DONATION

A letter from the Public Relations Office of Delaware State College requested from the City a donation in the form of an advertisement in the bulletin for their Homecoming Day, November 17, 1951. Council directed that the College be informed that granting such a request would be contrary to the policy of the City.

ROBBINS HOSE COMPANY ELECTION

Robbins Hose Company informed Council that candidates for nomination to various offices were as follows:

                        Chief Engineer - Ralph Boyer

                        First Assistant - William Hayes

                        Second Assistant - George Hill and Paul Kertiles

In accordance with the City Charter, and election will be held at the Fire Company Monday, November 19, 1951, between 7 P.M. 9 P.M. Council appointed to the following judges to conduct the election:

                        John C. Hayes

                        J. Fenimore Wilson

                        I. Lofland Jones

CLERKS OF REFERENDUM ELECTION

By unanimous vote, Council passed the following Resolution:

A RESOLUTION AMENDING A RESOLUTION ENTITLED “A RESOLUTION PROVIDING FOR A REFERENDUM ELECTION TO DETERMINE WHETHER THE QUALIFIED VOTERS OF THE CITY OF DOVER APPROVE THE ISSUE OF BONDS IN A SUM NOT EXCEEDING ONE MILLION FOUR HUNDRED THOUSAND ($1,400,000) DOLLARS FOR THE REPAIR, REHABILITATION, REPLACEMENT, AND/OR EXTENSION OF THE ELECTRIC TRANSMISSION SYSTEM, SEWAGE DISPOSAL PLANT, SANITARY AND STORM SEWERS, WATER SYSTEM, STREETS, AND PUBLIC BUILDINGS OF THE CITY OF DOVER AND NECESSARY ADDITIONS THERETO.”

Be It Resolved By The Council Of the City Of Dover In Council Met:

Section 1. That Section 4 of a resolution adopted October 15, 1951, entitled “A RESOLUTION FOR A REFERENDUM ELECTION TO DETERMINE WHETHER THE QUALIFIED VOTERS OF THE CITY OF DOVER APPROVE THE ISSUE OF BONDS IN A SUM NOT EXCEEDING ONE MILLION FOUR HUNDRED THOUSAND ($1,400,000) DOLLARS FOR THE REPAIR, REHABILITATION, REPLACEMENT, AND/OR EXTENSION OF THE ELECTRIC TRANSMISSION SYSTEM, SEWAGE DISPOSAL PLANT, SANITARY AND STORM SEWERS, WATER SYSTEM, STREETS, AND PUBLIC BUILDINGS OF THE CITY OF DOVER AND NECESSARY ADDITIONS THERETO,” be and the same is hereby amended by striking out the words “William C. Boyer, Jr., and Ralph H. Boyer” where the same appear in said section and inserting in lieu thereto the words “Paul F. Keith, Sr., and Pauline Postles.”

Adopted November 12, 1951.

SOCIAL SECURITY

A letter from the State of Delaware Tax Department regarding social security for City employees was referred to the committee on salaries and wages.

CHRISTMAS DECORATIONS

Council directed that the City erect the usual street decorations for Christmas.

STATE HIGHWAY DEPARTMENT - DIVISION STREET AND BALL PARK RIGHT-OF-WAYS

The State Highway Department requested Council to state its price for a portion of the City-owned ball park required by them as a right-of-way for a proposed dual highway entrance to Dover.

The State Highway Department also submitted a sketch of the proposed widening if Division Street from State Street to King’s Highway. The Department asked what financial assistance the City would give in purchasing the right of way, which would cost approximately $150,000.

Council authorized a proposal in which the City would grant without cost the ball park right of way, in return for which the State Highway Department would assume the obligation of the Division Street fight of way.

ALBERT C. WOOD ASSOCIATES CONTRACT

Albert C. Wood Associates submitted to Council a proposed contract for engineering services to the City of Dover. City Solicitor Hughes and Councilmen Carroll and Wilson were appointed as a committee to study the contract and submit its recommendations to Council.

TREE TRIMMING AND REMOVAL

Council authorized the employment of Eugene Shaw to trim and remove trees within the City of Dover.

POWER SITUATION

City Manager Agner reported to City Council on the growing demands from the City of Dover for electric power. He stated that repairs tot eh power plant required immediately would necessitate the purchase of additional power. Council authorized Delaware Power & Light Company during the period required for repairs to the Power Plant.

GRIFFITH TRACT DEVELOPMENT

Council discussed a proposed housing development on Griffith tract in the southwest portion of Dover and the request of the developers for water and sewer facilities. Action was deferred pending investigation of what assistance the Federal government might offer.

NEW CAR

Council approved the purchase of a new police car.
