REGULAR MEETING
October 8, 1951
The regular meeting of City Council was held Monday, October 8, 1951, at 7:30 P.M. with Mayor Storey presiding. Councilmen present were Book, Carroll, Culver, Holpp, Mikell, Petty, Smith and Wilson.
MINUTES
Minutes of the last regular meeting were accepted as read.
REPORTS
Report of the City Manager for September 1951 was accepted as read.
Report of the Chief of Police for September 1951 was accepted as read.
Report of the City Alderman and Magistrate Dempsey and Carrow were accepted as read. Checks in the amount of $856.00, $165.00, and $10.00 were remitted to the City.
SOCIAL SECURITY BENEFITS
The matter of social security benefits for City employees was referred to the Committee on salaries and wages.
POWER PLANT FLY ASH
International Latex Corporation complained of fly ash from the City power plant. Latex will be informed that the City will correct the condition at the power plant as soon as it is possible to do so.
MORRIS FARM DEVELOPMENT
Charles L. Andrews of Dover Builders Inc., requested the City of Dover to furnish sewer, water and electric facilities to his development on the Morris Farm. Cost of sewer and water extensions, with the exception of approximately 130' of 6" water line required on State Street will be borne by Dover Builders Inc. Council approved extension of water to the Richter and Myers development at eh east end of Loockerman Street.
COMMITTEE ON CITY CHARTER
Council authorized the appointed os a committee to study revision of the City Charter, including possible extension of City limits.
REFERENDUM
Council directed that the City Solicitor prepare a resolution providing that a referendum be held November 19, 1951 to determine whether bonds shall be issued to finance the City improvement program.
Council discussed the items and amounts that should be included on the referendum ballot. A number of citizens present suggested that more than one referendum be held on the balance of the improvement program. Council directed that the referendum be held on a bond issue aggregating $1,400,000, which includes the following projects: Electric distribution system $325,000; Sewage disposal plant $230,000; Sanitary sewers $345,000; Storm sewers $100,000; Water system $200,000; Streets $100,000; Warehouse and other City property, including fly ash separator on present Keeler Boiler at City Power Plant $100,000. Councilman Petty voted no.
CITY AMBULANCE
The committee of Council which conferred with the Kent County Levy Court on possible joint operation of the City ambulance reported that the Court felt it lacked authority to spend funds on such a project.
Councilmen Petty and Holpp were appointed as a committee to study with Chief of Police turner other possible means of operating the ambulance, and to report their findings at a special meeting of Council to be held Monday, October 15.
COMMITTEE ON SALARIES AND WAGES
the committee on salaries and wages recommended to Council a general increase to city employees of 5%. Council deferred action until the next special meeting.
CITY POWER REQUIREMENTS
City Manager Agner reported to City council the electric power requirements of the Dover Air Base as estimated by their engineers and reported his estimate of the total demand on the City power facilities this winter, next year, and by 1955. He reported that the City will be forced to purchase more power and that additional facilities to handle the increase would be needed immediately. Mr. Agner was told to proceed with the necessary steps to increase the transforming capacity of the City.
REPORT OF RESULTS OF REFERENDUM
Tally sheets of the Referendum held September 17, 1951, certified correct by John H. Conrad, Judge, and William C. Boyer Jr. and Ralph H. Boyer, Clerks, were submitted to City Council. On the question, should the City of Dover issue “Bonds in an amount not exceeding Two Hundred Ninety Thousand Dollars ($290,000.00) for repair, renovation, and/or rehabilitation of the electric generating plant of the City of Dover, Kent County and State of Delaware,” the vote was, For the Bond Issue, 44,308; Against the Bond Issue, 14,538.
