SPECIAL MEETING

October 15, 1951

The special meeting of City Council was held Monday, October 15, 1951, with Mayor Storey presiding. Councilmen present were Book, Carroll, Culver, Holpp, Mikell, Petty, Smith and Wilson. Council met to witness a fire fighting demonstration by the Robbins Hose Company. Council reconvened at 8:00 P.M.

Reading if the minutes of the previous meeting was dispensed with.

By unanimous vote, Council passed the following Resolution:

A RESOLUTION PROVIDING FOR A REFERENDUM ELECTION TO DETERMINE WHETHER THE QUALIFIED VOTERS OF THE CITY OF DOVER APPROVED THE ISSUE OF BONDS IN A SUM NOT EXCEEDING ONE MILLION FOUR HUNDRED THOUSAND ($1,400,000.00) DOLLARS FOR THE REPAIR, REHABILITATION, REPLACEMENT, AND/OR EXTENSION OF THE ELECTRIC TRANSMISSION SYSTEM, SEWAGE DISPOSAL PLANT, SANITARY AND STORM SEWERS, WATER SYSTEM, STREETS, AND PUBLIC BUILDINGS OF THE CITY OF DOVER AND NECESSARY ADDITIONS THERETO.

WHEREAS by an Act of the General Assembly of the State of Delaware entitled, “An Act Authorizing The City of Dover To Borrow A Sum Of Money Not Exceeding Two Million Dollars ($2,000,000.00) And To Issue Bonds Therefor For the Purpose of General Improvements To The City Of Dover, Including The Streets And Public Buildings And The Water, Electrical, And Sewer facilities Thereof,” approved June 5, 1951, the City of Dover was authorized to borrow a sum of money not exceeding Two Million ($2,000,000.00) Dollars for general improvements to the City of Dover and to issue bonds thereof;

AND WHEREAS the aforesaid Act of the General Assembly requires that any bond issue authorized thereby be approved by a referendum vote of the qualified voters of the City of Dover after due notice published in the newspapers of the City of Dover;

AND WHEREAS the said Act of the General Assembly authorizes and empowers the Mayor and Council of the City of Dover to separate the programs for the proposed improvements and to hold separate referendum elections for each such programs;

AND WHEREAS part of the improvements contemplated are the repair, rehabilitation, replacements, and/or extension of the electric transmission system, sewage disposal plant, sanitary and storm sewers, water wells, water mains, water storage tanks, streets, and public buildings of the City of Dover and necessary additions thereto at a cost not exceeding One Million Four Hundred Thousand ($1,400,000.00) Dollars;

NOW THEREFORE Be It resolved By The Council Of The City Of Dover In Council Met:

Section 1. That a referendum vote of the qualifies voters of the City if Dover shall be held on Monday, the 19th day of November, A.D. 1951, between the hours of two o’clock P.M. and seven o’clock P.M. (Eastern standard Time) at the City Hall, Dover Delaware, in order to determine whether the qualified voters of the City of Dover approve the issue of bonds in a sum not exceeding One Million Four Hundred Thousand ($1,400,000.00) Dollars by the said City of Dover for the following purposes:

            a.   Repair, replacement, and extension of the

                  electric transmission system, including electric

                  lines, transformers, sub-stations, etc., not exceeding        $325,000.00

            b.   Repair, renovation, and enlargement of the

                  sewage disposal plant, not exceeding                               $230,000.00

            c.   Repair, replacement, and extension of sanitary

                  sewers, not exceeding                                                       $345,000.00

            d.   Repair, replacement, and extension of storm

                  sewers, not exceeding                                                       $100,000.00

            e.  Repair, renovation, and extension of the water

                  system, including water wells, water mains,

                  and water storage tanks, not exceeding                            $200,000.00

            f.   Repairs and extensions of streets, not exceeding              $100,000.00

            g.   Repair, renovation, replacement of public

                  buildings, and additions thereto, not exceeding     $100,000.00

                                                            Total                            $1,400,000.00

Section 2. That a notice of the holding of such referendum election forth the amount and purpose of the said bond issue, the date and place of holding the referendum election, and the hours during which the polls will be open shall be published once a week for three consecutive weeks in the Delaware State News and The Dover Index, newspapers published in the City of Dover, Kent County and State of Delaware, to-wit, in the issues of the Delaware State News published October 25, November 1, and November 8, 1951, and in the issues of The Dover Index published October 23, October 30 and November 6, 1951.

Section 3. That the Clerk of the Council shall forthwith have printed 3,000 ballots in the following form:

            Referendum Ballot For Issue of Bonds in an Amount Not Exceeding One Million Four Hundred Thousand ($1,400,000.00) Dollars For The Repair, Renovation, Rehabilitation, Replacement, And/Or Extension Of the Electric Transmission System, Sewage Disposal Plant, Sanitary and Storm Sewers, Water Wells, Water Mains, Water Storage Tanks, Streets, and Public Buildings Of The City Of Dover And Necessary Additions Thereto.

Section 4. John H. Conrad shall be judge of the said referendum election, and William C. Boyer, Jr., and Ralph H. Boyer shall be clerks of the said referendum election to pass upon the qualifications and number of votes of each voter and to conduct the election in accordance with the provisions of the Act of the General Assembly authorizing and requiring the same.

STATE HIGHWAY LIGHTING

City Council authorized the City Manager and City Solicitor to work out a contract with the State Highway Department for electric energy used in highway and traffic lighting.

AMBULANCE

The committee appointed to work out an arrangement for operating the City ambulance was directed to investigate the proposals of Poland Trader and Dewey Quillen.

Council recessed at 8:50 P.M. and was reconvened at 11:00 P.M.

SALARY AND WAGE REPORT

Council approved the recommendations of the Salary and Wage Committee for a general wage increase of 5%, excepting the Police Department, certain employees, and the approved increases listed below:
