SPECIAL MEETING

August 20, 1951

A special meeting of City Council was held Monday, August 20, 1951, at 7:30 P.M., with Mayor Storey presiding. Councilmen present were Messrs. Book, Carroll, Culver, Holpp, Smith and Wilson.

Reading of the minutes of the last regular meeting was dispensed with.

The purpose of the meeting was to adopt the following Resolution:

A RESOLUTION PROVIDING FOR A REFERENDUM ELECTION TO DETERMINE WHETHER THE QUALIFIED VOTERS OF THE CITY OF DOVER APPROVE THE ISSUE OF BONDS IN A SUM NOT EXCEEDING TWO HUNDRED NINETY THOUSAND ($290,000.00) DOLLARS FOR THE REPAIR, RENOVATION, AND/OR REHABILITATION OF THE ELECTRIC GENERATING PLANT OF THE CITY OF DOVER.

WHEREAS by an act of the General Assembly of the State of Delaware entitled, “An Act Authorizing The City of Dover To Borrow A Sum of Money Not Exceeding Two Million Dollars ($2,000,000.00) And Issue Bonds Therefor For The Purpose of General Improvements To The City of Dover, Including The Streets and Public Buildings And The Water, Electric, And Sewer Facilities Thereof,” approved June 5, 1951, the City of Dover was authorized to borrow a sum of money not exceeding Two Million ($2,000,000.00) Dollars for general improvements to the City of Dover and to issue bonds therefor;

AND WHEREAS the aforesaid Act of General Assembly requires that any bond issue authorized thereby must be approved by a referendum vote of the qualified voters of the City of Dover after due notice published in the newspapers of the City of Dover;

AND WHEREAS the said Act of the General Assembly authorizes and empowers the Mayor and Council of the City of Dover to separate the programs for the proposed improvements and to hod separate referendum elections for each such program;

AND WHEREAS part if the improvements contemplated are the repair, renovation, and/or rehabilitation of the electric generating plant of the City of Dover at a cost not exceeding Two Hundred Ninety Thousand ($290,000.00) Dollars:

NOW THEREFORE Be It Resolved By The Council Of The City of Dover In Council Met:

Section 1. That a referendum vote of the qualified voters of the City of Dover shall be held on Monday, the 17th day of September, A. D. 1951, between the hours of 2 o’clock P.M. and 7 o’clock P.M. (Daylight Savings Time) at the City Hall, Dover, Delaware, in order to determine whether the qualified voters of the City of Dover for the repair, renovation, and/or rehabilitation of the electric generating plant of the said City.

Section 2. That a notice of the holding of such referendum election setting forth the amount and purpose of the said bond issue, the date and place of holding the referendum election, and the hours during which the polls will be open shall be published once a week for three consecutive weeks in the Delaware State News and The Dover Index, newspaper published in the City of Dover, Kent County and State of Delaware, to-wit, in the issues of the Delaware State News published August 30, September 6, and September 13, 1951, and in the issues of The Dover Index published August 28, September 4, and September 11, 1951.

Section 3. That the Clerk of the Council shall forthwith have printed 3,000 ballots in the following form:

Referendum Ballot For Issue of Bonds In An Amount Not Exceeding Two Hundred Ninety Thousand Dollars ($290,000.00) For Repair, Renovation, And/Or Rehabilitation Of The Electric Generating Plant Of The City of Dover, Kent County And State of Delaware.

Section 4. John H. Conrad shall be the judge of the said referendum election, and William C. Boyer, Jr., and Ralph H. Boyer shall be clerks of the said referendum election to pass upon the qualifications and number of votes of each voter and to conduct the election in accordance with the provisions of the Act of the General Assembly authorizing and requiring the same.

Council set the date of the Referendum for Monday, September 17, 1951, and the date for the Town Meeting for Tuesday, September 11, 1951 in the Field House. Councilmen Wilson and Book were appointed a Committee to go with Mayor Storey to request Mr. Charles L. Terry to serve as Chairmen of the meeting. A representative of A. C. Woods Associates had been requested to be present at the meeting.

Council instructed the City Manager that the Government build the lines to the Dover Air Force Base and allow 4 mills per KWH profit - 1 mill of the 4 to be credited until paid for - then lines will become the property of the City of Dover.

Council adjourned at 9:45 P.M.
