REGULAR MEETING
August 13, 1951
The regular meeting of City Council was held Monday, August 13, 1951, at 7:30 P.M. with Mayor Storey presiding. Councilmen present were Messrs Book, Carroll, Culver, Mikell, Petty, Smith and Wilson.
MINUTES
Minutes of the last regular meeting were accepted as read, except that the words ‘State Forester’ were changed to ‘W. S. Taber.’
REPORTS
Report of the City Manager for July 1951 was accepted as read.
Report of the Chief of Police for July 1951 was accepted as read.
Report of the City Alderman and Magistrate Dempsey for July 1951 were accepted as read. Checks in the amount of $1249.90 and $115.00 were remitted to the City.
GENERAL LIABILITY INSURANCE
Messrs Book, Holpp and Hughes were appointed to a committee to investigate procuring general liability insurance for the City.
AMENDMENT TO PENSION ORDINANCE
Council, by unanimous vote, approved an amendment to the City Pension ordinance dated June 30, 1949 so that that portion of Section 2 which reads “prior to July 1, 1951" is changed to read “prior to July 1, 1952.”
NEW WELL
Council directed the City Manager to secure bids as soon as possible for drilling a new well within the city. The City Solicitor was directed to take the necessary action to acquire land for the well site.
WAGES & SALARY COMMITTEE
The City Manager and Councilmen Book, Mikell, Petty and Wilson were appointed to study and recommend to City Council adjustments to salaries and wages of City employees.
BUILDING REPORTS, CONDEMNED AND OTHERWISE
Thomas E. Baker reported that the City Warehouse was delapidated and hazardous and that a portion of the building had recently collapsed. He reported that building hazards at the Hotel Richardson were being corrected.
Mr. Baker recommended that a building owned by Rev. G. E. Mathews, located on the east side of N. Queen Street between Fulton and Cecil Streets be condemned as unsafe. He further recommended that three buildings owned by Miss Ida McGonigal at 417-19, 421 and 423-27 Fulton street be condemned as health and fire hazards.
The City Solicitor was directed to write Rev. G. E. Matthews and Miss Ida McGonigal to correct existing conditions or remove the buildings, as required by City Ordinance. The City Solicitor was further directed to order removed all previously condemned buildings.
HOSPITAL ELECTRIC AND WATER BILLS
The City Clerk was directed to write the Kent General Hospital and request payment of delinquent electric and water bills.
AMBULANCE
The City Clerk was directed to write the Kent General Hospital and request that their representative be present at the next meeting of City Council to discuss operation of the City Ambulance.
ENGINEERS’ REPORT ON POWER PLANT
Messrs Durbey and Garbett of A. C. Wood Associates explained to City Council their estimates of costs of various plans for improving the power plant and electric distribution system. Written reports were previously furnished the City.
HIRE OF ENGINEERING FIRM
Council approved employment of A. C. Wood Associates as Consulting Engineers to the City of Dover.
REFERENDUM
Council authorized addition to the second referendum of the sum of $325,000 for rehabilitation of electric distribution lines.
Council directed that the first referendum shall be on the question of whether bonds in an amount not to exceed $290,000 shall be issued to finance rehabilitation of the power plant.
