REGULAR MEETING
July 9, 1951
The regular meeting of City Council was held Monday, July 9, 1951, at 7:30 P.M. with Mayor Storey presiding. Councilmen present were Messrs Carroll, Culver, Holpp, Mikell, Petty, Smith and Wilson.
MINUTES
Minutes of the last regular and special meetings were accepted as read.
REPORTS
Report of the City Manager for June 1951 was accepted as read.
Report of the Chief of Police for June 1951 was accepted as read.
Report of the City Alderman and Magistrate Dempsey for June 1951 were accepted as read. A check in the amount of $671.50 and $115.00 were remitted to the City.
FIRE SCHOOL
Council authorized Robbins Hose Company to send three men to the University of Delaware Fire School. The City will bear the cost.
NORTH STREET ALLEY
Council received a letter from Vermadella Stewart complaining of damage to her property by trucks and cars entering a private alley from North street to the rear of Loockerman Street stores. Council directed the City Solicitor to determine whether the owners of this similar private alleys would donate the right of way to the City of Dover.
HERMAN BROWN SIGN
Council granted permission to Herman Brown to erect a sign of metal approximately ten by sixteen inches outside his law office at 13 ½ Loockerman Street.
BUDD STREET GUTTER
Council directed the City Manager to repair the gutter on Budd Street with materials that will prove most economical for the City of Dover and to follow a similar policy in the repair of gutters throughout the City when needed.
STORM SEWER LOOCKERMAN STREET
Council directed that the W. T. Grant Company be informed that the intention of the City is the drain surface and storm water through storm sewers rather than sanitary sewers.
The City Manager was directed to obtain bids on installing storm sewers on Loockerman street to drain the area from Governors Avenue and to connect with an existing storm sewer on The Plaza.
Council directed that in the referendum held to determine whether bonds should be issued for improvement of the sewer system the amount should be increased to include a total of $100,000 to begin installation of storm sewers.
TREE TRIMMING
Messrs Carroll, Holpp, and Culver were appointed a committee to confer with the State Forester on the trimming of City trees.
OILING STREETS
The City Manager was directed to proceed with oiling the streets in the City of Dover requiring such action.
BUDGET
By unanimous vote of all members present, Council approved the following ordinance:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER ON COUNCIL MET:
Section 1. That the amounts herein named, aggregating Six Hundred fourteen Thousand Nine Hundred Thirty-six Dollars and seventy-five cents ($614,936.75), or so much thereof as may be necessary, are hereby appropriated from current revenues for the use if the several departments of the municipal government and for the purposes hereinafter mentioned for the fiscal year beginning July 1, 1951 and ending June 30, 1952, as follows:

Section 2. The City Manager is hereby authorized, without further approval from City Council, to make interdepartmental transfers up to 10% of the amount herein appropriated to any department.

WATER LINE EXTENSION
Council authorized the installation of one 8" water line beneath the dual highway at the south end of Governors Avenue, extended.
CITY AMBULANCE
The Kent General Hospital declined to accept ownership of the City ambulance and claims that the ambulance is unsafe to operate. Council directed that the ambulance be taken from the possession of the hospital and inspected and repaired at the Kent County Motor Company.
POWER PLANT DISCUSSION
A group of citizens appeared before Council to present a proposition discussed by them at a private meeting concerning repair and expansion of the City Power Plant. Their proposition concerned an offer by a private firm to repair the present plant so that it would operate at 2500 KW capacity and to install an additional 2500 KW of Diesel generating capacity. The cost of the project would be borne by the company which would be reimbursed from plant earnings, thus making a bond issue unnecessary. Mayor Storey pointed out that approximate cost of repairs can be determined, the voters of the City will determine at a referendum whether the City will continue operation of the plant or buy all its power needs.
CITY HOUSING RENTAL
Council authorized the increase of rental payments to Noble Warren for use of his land on which City housing is located to the amount of $42.50 per month. Council also directed that rental charged occupants be increased $2.50 per month.
AUDITOR
Council authorized the employment of a firm to audit the accounts of the City of Dover for the year ending June 30, 1951.
